Fixed-Route Transit Services RFP (Technical & Price RFP's)

The City of DeKalb (hereinafter CITY) is seeking proposals from transportation providers (hereinafter PROPOSER) interested in providing fixed route bus service within the urbanized area of DeKalb Illinois (see Appendix B:Service Area) including the City of DeKalb, the City of Sycamore, and on the Northern Illinois University campus. Service shall begin on or about January 1, 2019 and end December 31, 2023. Based on funding and mutual agreement of the CITY and the selected PROPOSER, the agreement period may be extended for up to two additional twelve-month periods. The CITY, as the fiscal agent for all state and federal public transit funding for the DeKalb Illinois urbanized area, shall have direct oversight over all day to day operations of the selected PROPOSER. The DeKalb Sycamore Area Transportation Study (hereinafter DSATS), as the Metropolitan Planning Organization (hereinafter MPO) for the DeKalb urbanized area, shall review any proposed changes to the current route and schedule system, and the use of United States Federal (hereinafter FEDERAL) funds allocated to the DeKalb urbanized area for Transit Capital improvement projects and operating assistance funding.
