FBI - Intent to Sole Source for Interpreting Support Services

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD PURCHASE ORDER TO TCS INTERPRETING FOR SIGN LANGUAGE INTERPRETING (SLI) SERVICES. The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Professional Services Acquisition Unit intends to award a sole source, Labor Hour (LH) Purchase Order (PO) to TCS Interpreting, 8757 Georgia Ave, Suite 500, Silver Spring, MD 20910 for sign language interpreting services. The service is for qualified SLIs and communication access real-time translations (CART) support. The SLIs function is to facilitate communication through the interpretation/transliteration of American Sign Language (ASL), Pidgin Signed English (PSE), and/or Signed Exact English (SEE) to speech and/or from speech to the necessary target language (i.e. ASL, PSE, SEE). The CARTs function is to provide real time caption services originating from spoken language to a print format. The period of performance will be

nine (9) months 29 March 2023 to 28 December 2023 with an estimated value of $63,000. This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Subpart 8.405-6 limited source, only one source is capable of providing the supplies or services required because the supplies or services are unique or highly specialized. The PO is intended to continue the requirement for sign language interpreting while a new competitively awarded contract is being procured. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
