Introduction:This is a Small Business Sources Sought notice (SBSS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Project Description and RequirementsThe Agency
for Healthcare Research and Quality (AHRQ) Center for Quality Improvement and Patient Safety (CQuIPS) subdivision of General Patient Safety (GPS) has approximately 500 grant final progress reports. These reports will be posted on the AHRQ website to make them publicly available. The purpose of this contract is to lightly edit the reports and then convert them to a section 508-compliant document that meets the Department of Health and Human Services (HHS) standards used by Agency. An overview of the required tasks include:Task 1: Perform light editing to remove egregious grammatical or spelling errors.Task 2: Create alt-text for images, figures, and tables and format edited final progress reports to a 508-compliant document.Task 3: Email draft of edited and 508-compliant final progress report in batches of 5 reports per week.Task 4: Resolve errors discovered in returned drafts and email final versionTask 5: Project Administration (overall project management including arranging meetings, developing agendas and submitting meeting minutes).Capabilities will be reviewed based offerors demonstration of experience with emphasis on the past 5 years) in the following experiences:Project management;Editing documents of medical research content;Creating alt text for images, tables, graphs, and figures;Familiarity with 508-requirements; andConverting documents to meet 508-compliance requirements.Anticipated Period of PerformancePeriod of performance is a base period of 12 months and an option period of 12 months.Other Important Considerations250 final progress reports will be reviewed each year, requiring approximately 4-6 final versions to be delivered to AHRQ per week.Information SoughtThe tailored response to this Small Business Sources Sought notice should describe the requested information below.Respondents must provide, as part of their response, information concerning:Staff expertise with editing of medical content, alt text writing, and conversion of written products to 508 compliance. This should also include their availability, experience, and formal and other training;Current in-house capability and capacity to perform the work;Corporate experience and management capability; andPrior completed projects of similar size;Examples of prior completed Government contracts, references, and other related information;Any applicable Governmentwide Acquisition Contracting (GWAC) vehicle information (example: GSA Schedule and SIN).Information Submission InstructionsInterested qualified small business organizations should submit a tailored capability statement for this requirement.The cover page must include the following:UEI numberOrganization nameOrganization addressSize and type of business (e.g., 8(a), HUBZone, etc.) pursuant to NAICS code 561410Technical point(s) of contact, including names, titles, addresses, telephone, and e-mail addresses.All Capability Statements sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Christopher Mertens, Contract Specialist, christopher.mertens@ahrq.hhs.gov in MS Word, or Adobe Portable Document Format (PDF), no later than 10:00 AM on February 2, 2023.
