Presolicitation Notice of Intent to Sole Source Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with the University of Oklahoma, located at 865 Research Pkwy Ste 530, Oklahoma City, OK 73104 to obtain research support for a research assistant, staff scientist, and a lab manager. The University of Oklahoma City is an affiliated practice group for the VA Oklahoma City Healthcare System. University of Oklahoma City is a key partner in collaborative research and mentoring VA fellows. The University s staff are critical in this collaborative research study and specifically names key positions to be filled by scholar scientists. 38 U.S.C. 8153 allows for sole source awards related to research with VA academic affiliates. In this case, the University of Oklahoma is the primary academic affiliate of the Oklahoma City VA Medical Center and has several ongoing research projects that tie in with specific areas of expertise required for these studies. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 611310 with a $30.5 MIL size standard. The PSC is AN11. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
