The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Eni US Operating Co. Inc.’s application for Air Quality Control Operating Permit AQ0911TVP03 for the Oooguruk Development Project, under Alaska Statutes 46.14 and regulation 18 AAC 50. Applicant:     Eni US Operating Co. Inc. 3700 Centerpoint Drive, Suite 500 Anchorage, AK, 99503 Location:       East Harrison Bay, Alaska 7,823,250 meters Northing; 602,900 meters Easting (NAD27) Application:   Eni US Operating Co. Inc. applied for a renewal operating permit on February 11, 2021 and submitted an amendment to the original application on March 7, 2022. Activity:          The Oooguruk Development Project is an offshore petroleum drill site with an onshore production tie-in pad on Alaska’s North Slope. Emissions:     The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 358 tons of Nitrogen Oxides, 473 tons of Carbon Monoxide, 15.2 tons of
Particulate Matter, 108 tons of Sulfur Dioxide, 79.2 tons of Volatile Organic Compounds, and 3.1 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Formaldehyde) estimated at 1.3 tons. The potential annual emissions for Greenhouse Gases are estimated at 228,459 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,033 tons.  ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Oooguruk Development Project under AS 46.14 and 18 AAC 50. Available Information: Copies of the permit application, ADEC’s draft operating permit, and draft statement of basis (SOB) are available at the following offices: ADEC Air Permits Program, 410 Willoughby Avenue, 2 nd Floor, Juneau, AK 99801-1795 ADEC Air Permits Program, 555 Cordova Street, Anchorage, AK 99501 These documents are also available at ADEC’s website at:http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices/ Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.
