This solicitation is open to the general marketplace. Additional Offer Field: Line items include an offer field for “Percentage of Price Attributed to Labor Portion of Service”. Vendor is instructed to provide the percentage of the price that is attributed to the labor portion of this service line Bid Allowance Amounts: This solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices. Periscope S2G

will automatically add the allowance amounts indicated to your bid total and will be reflected on the final bid tabulation. Ownership Disclosure Requirements: As a matter of Vendor responsibility, Vendor must submit a completed Ownership Disclosure Form (refer to Special Instructions to Vendor for additional information). FEMA Requirements: Broward County, as a non-federal entity, is required to include the following contract clauses into contracts that may be subject to reimbursement from the Federal Emergency Management Agency (FEMA). Interested bidders or proposers are instructed to review the requirements of the document herein titled, FEMA Contract Clauses Effective October 1, 2020, and acknowledge and agree to the specified contractual requirements. Basis of Award: Award will be to the overall lowest priced responsive, responsible bidder total bid. Bidders must bid all items. A bidder desiring to offer “No Charge” on an item must indicate by placing a $0.00 in the offer field for that item and enter "No Charge" in the "Notes for Buyer" section in the EBS (electronic bidding system); otherwise, it will be construed as incomplete and may be rejected. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G, Supplier-to- Government. Refer to the Purchasing Division website or contact Periscope S2G, Supplier-to- Government for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope S2G, Supplier-to-Government by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, Supplier-to-Government, immediately notify the Purchasing Agent and then contact Periscope S2G, Supplier-to- Government for technical assistance.
