Bid Number:02-2023 Bid Title:Washington Pike and Boyce Road Improvement Project Category:BidsStatus:Open Description: NOTICE TO BIDDERSSOUTH FAYETTE TOWNSHIP, ALLEGHENY COUNTY, PENNSYLVANIASealed Proposals will be received by South Fayette Township at the Township Building, 515 Millers Run Road, South Fayette, PA 15064 until 10:00 a.m. prevailing time on Friday, February 24, 2023 for:WASHINGTON PIKE AND BOYCE ROAD IMPROVEMENT PROJECTBase Bid This project involves roadway and driveway modifications and the installation of a temporary traffic signal, including, but not limited to, removal of existing pavement, and pavement markings; full depth widening; unclassified excavation and fine grading; tree and vegetation removal; adjustment of existing utilities; placement of new bituminous pavement; installation of various drainage improvements; sign installation; bituminous mill and overlay; line striping and painting; traffic control; notifications; and site restoration, complete in place.
Temporary traffic signal installation includes, but is not limited to, the installation of temporary (wood) poles on four corners of the intersection; installation of vehicular signal heads, span wires, video/radar detectors and associated wiring; installation of a traffic signal controller; coordination with the power company to provide power to the signal; and the installation of pole and span wire mounted signage.Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "WASHINGTON PIKE AND BOYCE ROAD IMPROVEMENT PROJECT”Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of The Gateway Engin­eers, Inc., 100 McMorris Road, Pittsburgh, PA 15205 where sets of said documents may be obtained, upon payment of fifty ($50.00) dollars per set. An additional charge of ten ($10.00) dollars will be required to mail Contract Documents to prospective Bidders. No refund or exchange will be made for the return of any documents. Electronic copies of the Contract Documents will be made to Bidders at no charge upon request.Pennsylvania Prevailing Wages are required to be paid on this Project.All Bidding Contractors (and Subcontractors) must be PennDOT pre-qualified under the name of the bidding entity for all applicable Work Class Codes. Evidence of compliance must be submitted with the Bid for the Bid to be considered as responsive.There will be a MANDATORY Pre-bid Meeting on Tuesday, February 7, 2023 at 10:00 a.m. at the intersection of Washington Pike and Boyce Road, South Fayette Township, Allegheny County, PA. All Contractors who intend to submit a Bid must attend for their bid to be considered responsive.Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.All proposals must be in the hands of John M. Barrett, Township Manager, South Fayette Township, 515 Millers Run Road, South Fayette, PA 15064 on or before Friday, February 24, 2023 at 10:00 a.m. prevailing time and the same will be opened and read publicly immediately thereafter. The Proposals must be made to South Fayette Township, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of South Fayette Township in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.The Township reserves the right to award the Contract to the lowest responsive, qualified, and responsible Bidder based on consideration of the quality of previous work, record of completing projects on time, history of payments to subcontractors and suppliers, maintenance of a permanent place of business, adequacy of equipment and plant to do the work, technical expertise, a solid financial base to guarantee contract completion and all other factors deemed relative by the Township.Bidders are advised that the Township will award the contract to the lowest responsible, responsive, and qualified bidder based on the total bid submitted. However, Bidders are advised that the Township expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive, and qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.The Township reserves the right to waive any bid informalities or to reject any or all bids. If more time is necessary for the determination of the lowest responsible bidder, the Township reserves the right to award the Contract later but not exceeding sixty (60) days from the date Bids were submitted.
