Request for Information and Sources Sought NotificationThe United States Agency for International Development in Morocco (USAID/Morocco) is in the process of designing a new stand-alone activity for the implementation of a contemplated activity: “Reading for Success-Teacher Training for Inclusive Education” (Attachment 1).The purpose of this Request for Information (RFI) and Sources Sought Notification (SSN) is twofold: 1) conduct market research to determine the level of interest of qualified organizations capable of implementing this activity and 2) seek feedback on the technical approach to determine whether the requirements described in the draft SOW are clearly stated and to better shape the scope of this new activity for a potential solicitation.The level of funding anticipated to be allocated for this contemplated activity is between $1.2 and $1.5 million over the course of a three-year implementation, subject to the availability of funds. The attached draft SOW presents the
activity’s proposed objectives and requirements. USAID/Morocco may significantly revise this proposed new activity and planned solicitation resulting from the comments received and further stakeholder consultations.This RFI is issued solely for information and planning purposes. It is NOT a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract or pay for any information submitted as a result of this request. If a solicitation is issued, all necessary information will be supplied at the time it is posted at https://beta.sam.gov . Questions/requests for information will not be responded to until RFP issuance.Interested parties are advised to periodically monitor the above website and RFI number for updates concerning this procurement.USAID/Morocco asks that the public submit short written responses to the questions outlined below. Respondents are encouraged to review the questions and respond to those most relevant to them to assist USAID/Morocco in refining the SOW. Responses to all questions are not required. Please also provide your name, title, organization, and contact information in your response. USAID/Morocco requests the use of the response template (Attachment 2).Are you interested in applying to the RFP when released?Are you a small business? If so, please specify your status and certification.Are the proposed work requirements, objectives, and expected results in the SOW measurable and achievable within a three-year period of performance?Does the draft SOW provide potential implementers with sufficient guidance about USAID’s objectives and expectations to draft a technical proposal in response? If not, what more is needed?What suggestions do you have to improve USAID approach or interventions in the field of deaf education?Are the theory of change and programmatic objectives in the draft SOW clear and realistic? If not, how could they be improved?Do you have any other comments or recommendations on the draft SOW?Submissions, utilizing the response template,  must be in English, in a Microsoft Word or Adobe PDF format, and should not be longer than four typed pages using the following formatting requirements: single-spaced, Times New Roman font (or similar size typeset), size 12, 1-inch margins, pages numbered consecutively in the bottom margin. Although we will accept up to 4 pages of text, USAID/Morocco values concise, issue-specific comments with references to page and section numbers in the draft design document, where appropriate.Through this Source Sought Notice, USAID/Morocco seeks to determine the capabilities of small business under FAR 19.2.  Interested small businesses must demonstrate the experience and ability to perform the type of work described in this notice. The capability statement must include relevant examples of both governmental and non-governmental contracts under which the organization has performed if applicable. This document is not to exceed three (3) pages.Responses will be held confidential, but respondents are advised to refrain from sending proprietary information. Please do not submit proposals or resumes as they will be discarded.USAID/Morocco reserves the right, but is not obligated, to incorporate any, some, or none of the comments received into any subsequent Request for Proposals (RFP).Responses to this RFI must be submitted by email only to Salya Yacoubi at syacoubi@usaid.gov no later than April 17, 2020 by 4:00pm, Rabat, Morocco time.
