Synopsis - Notice of Intent to Sole Source: AMPHIBIOUS TACTICAL COMMUNICATIONS SYSTEM (ATCS) PROJECT

This synopsis, issued in accordance with FAR Part 5.203, provides notice that the Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Program Executive Officer for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170) intends to issue a sole source Request for Proposal (RFP) to Ultra Electronics, Inc. (Cage: L1084). Ultra is a Canadian company and, as such, in accordance with DFARS 225.870-1, the resultant contract shall be awarded directly to the Canadian Commercial Corporation (CCC) identifying Ultra as the subcontractor. The RFP will be for the procurement of Ultra Electronics X500 Orion systems to fulfill the Navys requirement for its Amphibious Tactical Communications System (ATCS). ATCS is comprised of a radio, power amplifiers, antennas and other ancillary equipment and will replace the United States (US) Navys legacy AN/SRC-57 DWTS and Marine Corps AN/MRC-142B, which are

Line-of-Sight (LOS) Tactical Radio Relay (TRR) shipboard and shore-based systems. The proposed contract will allow for the procurement of approximately seventy-three (73) ATCS systems which consists of forty-nine (49) Navy and twenty-four (24) Marine Corps systems. In addition, the contract will also allow for the procurement of spares, engineering services, development of integration documentation, testing, logistics, technical data packages, and other direct costs (e.g., travel). The Government intends to negotiate solely with Ultra Electronics as no other source will satisfy agency requirements. Ultra is the Original Equipment Manufacturer (OEM) of the Navys DWTS AN/SRC-57 and the Marine Corps AN/MRC-142B, and AN/MRC-142C radios and the only source currently capable of providing an interoperable replacement radio solution without incurring substantial duplication costs that is not expected to be recovered through competition. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, responsible interested parties may submit information in in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
