This is NOT a solicitation for proposal. No awards will be made from the responses to this announcement.The Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires
delivery of bulk Liquid Argon (LAA) and Liquid Nitrogen (LN2) to Tinker AFB, OK. The Contractor shall provide all products, raw materials, supplies, management, tools, equipment, and labor necessary for the delivery of LAA and LN2. The LAA delivery shall be made f.o.b. origin into a Contractor-provided storage vessel equipped with cryogenic evaporator and telemetry system. The LN2 delivery shall be made f.o.b. origin into a Contractor-provided storage vessel equipped with cryogenic evaporator and telemetry system. Liquid Argon, LAA (NSN: 9135-01-649-5576), 99.998% purity, shall conform to the requirements of Type II, Grade A of the specification modifications per Energy QAP C42 LAA (Liquid Argon). Liquid Nitrogen, LN2 (NSN: 6830-01-666-3659), 99.999% purity, shall conform to the requirements of Type II, Grade Q of the specification modifications per Energy QAP C42 LN2 (Liquid Nitrogen). One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF). In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination. Inspection for quality shall be performed at origin. Acceptance shall be performed at origin. Quantity determination shall be performed by the Contractor using a truck mounted calibrated flow meter or certified weight scales on site. Unit of measure for LAA shall be LBS (Pounds) for all documentation. Unit of measure for LN2 shall be UG6 (US gallons). The anticipated date of award is going to be late 2024.The Government intends to award a 21-month Firm Fixed Price Requirements type contract using Federal Acquisition Regulation Part 12 Acquisition of Commercial Items. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Lowest Price, Technically Acceptable Source Selection Process. Subject solicitation will be issued on or about May/June 2024 and will be posted on website: https://sam.gov. All responsible sources may submit a capability statement, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the responsibility of interested vendors to monitor https://sam.gov for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Only emailed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
