SOURCES SOUGHT SYNOPSISW912EP20Z0018Beach Erosion Control and Hurricane Protection Project Bal Harbour Beach Renourishment 2020, Miami-Dade County, Florida  This is announcement constitutes a Source Sought Synopsis.  This announcement seeks information from industry and will only be used for preliminary planning purposes.  THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.  Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2020 award of the aforementioned project.  The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price
(FFP) contract.  The Jacksonville District anticipates the issuance of a Request for Proposal (RFP).  No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested.The Jacksonville District of the US Army Corps of Engineers is seeking interested offerors for a project that consists of beach renourishment in central Miami-Dade County, Florida. This project will nourish eroded shoreline within the Village of Bal Harbour. The shoreline of Bal Harbour extends approximately 0.85 miles from FDEP range monuments R-27 to R-31.5. The Construction Base Line (CBL) and Erosion Control Line (ECL) are the same for the length of the project. The template extends flat 210 feet from the CBL/ECL at an elevation of + 6.1 feet NAVD88 until the seaward 30 feet which then slopes at 1V:30H to an elevation of + 5.1 feet NAVD88. From the seaward extent of the sloped berm crest the template will then slope at 1V:11H to tie into existing grade. The sand source for the project will be the Baker's Haulover Flood shoal complex supplemented by an upland source from which material will be truck hauled to the project location. The upland source will be selected by the Contractor meeting required criteria as approved within environmental resource agency permits.The Estimated Magnitude of construction is between $5,000,000 and $15,000,000.The project will have an estimated period of performance of 207 calendar days after receipt of the Notice to Proceed (NTP).  The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction.
