DISA must upgrade its existing SPS/PD2 application from version SR18 to version SR19 as thevendor has issued an end-of-life support moratorium to version SR18. The SPS/PD2 application and servers are partof the DODNet backbone infrastructure. The SPS/PD2 application is planned to be upgraded to version SR19 by 31March 2024. SPS/PD2 accomplishes three main functions: contract placement, procurement, and contractadministration. The contract placement function includes the purchasing, renting, leasing, or otherwise obtaining ofsupplies and services. The procurement function includes description (but not determination) of supplies or servicesrequired, selection and solicitation of sources, preparation and award of contracts, and issuance of modifications.The contract administration function includes the performance of delegated contract functions, reviewrecommendations, approval of progress payments, quality assurance, and production
