Landowner Outreach Support & Real Estate O&M

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation number 140R2024Q0040 is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, as of February 23, 2024. (iv) This acquisition is open market, no small business set aside. The NAICS code is 541620 and the size standard is $19 million. (v) The contract line items are listed in the price schedule of the solicitation package. Please provide your fully burdened labor rate for each labor category. (vi) This requirement is to acquire contractor services to function as the San Joaquin River Restoration Program (SJRRP) Landowner Coordinator to

coordinate with landowners in the SJRRP Restoration Area including assisting with implementation of Temporary Entry Permits and monitoring well agreements between Reclamation and landowners; strategic advice on landowner participation processes; support of stakeholder meetings and workshops; assisting with devilment, production and distribution of SJRRP outreach materials; support for internal SJRRP meetings; and the operations and maintenance of Reclamation-owned lands on behalf of SJRRP. In addition, this contract will include all the Program Real Estate Operations and Maintenance (O&M) for SJRRP efforts. (vii) The period of performance is expected to be five (5) years from 7/1/2024 through 6/30/2029. (viii) The provision 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition. The quote package will consist of the vendor¿s pricing information, technical proposal, past performance references and subcontracting plan for large businesses. (ix) The provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition. Refer to this provision for information. (x) The provision 52.212-3, Offeror Representations and Certifications - Commercial Products and Commercial Services, applies to this acquisition.
