PUBLIC ANNOUNCEMENT OF INTENT TO EXECUTE AN IDIQ CONTRACT ON A SOLE SOURCE BASIS TO SIERRA NEVADA CORPORATION

PUBLIC ANNOUNCEMENT OF INTENT TO EXECUTE AN IDIQ CONTRACT ON A SOLE SOURCE BASIS TO SIERRA NEVADA CORPORATION. AMIC Det 2, JBSA Lackland AFB, TX, intends to execute a new 10-year follow-on IDIQ contract on a sole source basis to Sierra Nevada Corporation, 11551 East Arapahoe, Centennial, CO 80112, to provide continued development of the TSE for Tactical Systems Operator (TSO) Airborne SIGINT Terminal Guidance (A-STG) training, funds new development for Direct Support Operator (DSO) training, upgrades delivered TSE classrooms, adds a mobile TSE capability, and provides sustainment to delivered systems and software for the duration of the contract period.  The contractor shall provide engineering, software development, procurement of parts and equipment, fabrication, modification, installation, test, data, operation, and sustainment of the TSE and all TSE classrooms.Based on current market condition and acquisition strategies, coupled with extenuating security conditions surrounding

this requirement, it has been determined that no other source is able to meet the requirements of the Government.SNC built the TSE program and has proprietary rights to the software code and has not authorized any resellers to utilize the code independently.  SNC currently holds NSA Audit and Training Agency clearances and authorizations supporting TSE development, as well as supporting existing contracts for simulation on AFSOC aircraft.  SNC holds current clearance and authorizations with NSA and the classified vendors supporting TSE development A-STG capabilities on the AFSOC aircraft and mission training devices (simulators).The FAR authority authorizing the sole source award is FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy the agency requirements of a services may be deemed available only from the original source in the case of a follow-on contract.This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals, or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. A request for documentation will not be considered as an affirmative response. The Government will be the sole determiner regarding a company’s ability to meet all requirements.  A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.  Interested parties may identify their interest and capability to respond to this requirement no later than 26 January 2022, 1500 Central Standard Time, to Victor Haro (Victor.Haro@us.af.mil).
