The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to provide, subscription-based access, to a 508 compliantmental health application that offers mindfulness and meditation services for ERO employee use. The application should provide ERO employees the ability to receive unlimited access to hundreds of exercises on everything stress management, getting to sleep, increasing focus, and manging anxiety with the intent of reducing employee stress, improving employee well-being, and decreasing mental distress and job strain of ERO employees. The Mental Health Application must be accessible via a mobile application that
must meet the following capabilities: Is accessible on the iOS and Android platforms Provide meditation and mindfulness content that is updated weekly Has an administrative dashboard to manage enterprise subscriptions Has an administrative dashboard show usage Is able to provide aggregate reporting on usage Is capable of web-domain whitelisting capability (@ice.dhs.gov) to easily allow new registrants to gain access to the enterprise subscription Meets ADA Section 508 compliance or equivalent Must not sell or provide ICE data to third parties Must not solicit ICE accounts with promotional partner offers Section 508 Compliance Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998) all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. No solicitiation is currently available and this notice does not guarantee a solicitation is or will be forthcoming.This Sources Sought notice is for Market Research purposes only. All information contained herein is preliminary, and subject to changes and/or cancellation at the discretion of the Government. Interested vendors shall provide responses to this notice voluntarily and at no cost to the Government. The information requested will be used solely within the Department of Homeland Security to facilitate decision making and will not be disclosed outside of the Government. Based upon information received in response to this Sources Sought Notice, the Government shall decide on a procurement strategy, which shall include the type of small business set-aside, if appropriate. The eventual procurement strategy and set-aside, if appropriate, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 423430 and the small business size standard is 250 employees.Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Vendor Information Pages (VIP) at https://vetbiz.va.gov/vip/.
