Request for Information Joint Operational Medicine Information Systems (JOMIS) Program Management Office (PMO)Operational Medicine Data Service (OMDS) Low-SideTHIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.The Defense Health Agency Contracting Activity (DHACA) Defense Healthcare Management Systems Contracting Division (DHMS-CD) anticipates issuing a sole source contract modification under task order HT0038-21-F-0035 (awarded under FA8307-21-G-0018) to Omni Fed, LLC d/b/a Omni Federal, who is delivering the Operational Medicine Data Service (OMDS) capabilities currently. This action is necessary to ensure continuity and completion of the establishment of OMDS ‘Low-Side’
configuration as code, infrastructure as code, and basic critical services tasks commencing in September 2022 for an estimated twelve months performance period. A future requirement in support of OMDS is not anticipated, upon completion of the performance period OMDS will conclude and not result in further solicitation(s).To effectively modernize Operational Medicine (OpMed), the existing OMDS provides critical data transport and management capabilities through an OpMed-focused data-centric infrastructure with a data-centric architecture to position OpMed data as a permanent strategic asset. This infrastructure is an implementation of a data fabric as a mesh to support data storage and management, implement a collection of services and capabilities spanning multiple environments, and persist with several availability zones and endpoints. This solution aligns with the Theater Medical Information Requirements (TMIR) Capability Development Document (CDD) and objectives outlined by the DoD Digital Modernization and Data Strategies.The sole source modification will ensure the continuation of these services and overcome:Delays in procuring software licenses and reprioritization of planned integrations.Delays in obtaining approvals and access to the Defense Health Agency (DHA) SIPR environment.Government-hosted platform shifts and DevSecOps pipeline deployment targets.DHMS-CD is issuing this RFI for planning purposes and for assistance in determining whether reasonable alternatives to a non-competitive contract action exist to ensure timely delivery of the required capabilities at the required level of quality.Interested parties may submit a written response stating how they would timely and effectively fulfill the requirement and include appropriate documentation describing how this is able to be made possible with negligible performance risk. The written response should provide sufficient detail to allow for an assessment by the Government without the need for additional information. Responses to this RFI are not quotes upon which the DHMS-CD can issue a contract. Therefore, the Government does not intend to award a contract based on responses to this RFI.The applicable North American Industry Classification System (NAICS) is 541512 and the applicable Product Service Code (PSC) is DA01Please send responses to Sharjeel J.
