Note:  The Intel Chip shortages situation was getting better, but unfortunately has gotten worse again.  The Corona Virus has also added to the delays with factories being shut down, and other supplies limited.  So, as you prepare to purchase computer equipment for the end of the year, please be aware that orders need to be placed earlier this year.  There is currently an Intel shortage on their PC processors, that is causing a delay of approximately 6-20 weeks for delivery times.   This is affecting all PC manufacturers.  This is expected to continue until the end of 2022, so it will be an issue for the foreseeable future.  In order to mitigate the impact agencies should consider the following:

Ordering as much of the FY  2022 planned equipment now to get ahead of the delay in the supply chain.  If needed, vendors can provide warehouses to store the computers until deployment is needed.
Reconsider deployment schedule and timing for Calendar Year 2021 and 2022.
Look at
alternative products such as AMD

Please note that AMD is already seeing constraints do to large companies switching early.
 
This Enterprise contract is a mandatory contract for only state agencies except for UW System and Municipalities who may optionally utilize the contract. All Third Party Products are not mandatory on this contract.  The contract does not require agencies to complete the piggyback form.

ScopeThis contract is for standard configuration personal computer hardware, accessories, and related value-add services. Personal computer hardware shall include, but is not limited to, the following: desktops; workstations; and portable hardware such as laptop, ultrabook, netbook, notebook, tablet, chromebook, chromebox, thin client terminals; and accessories.  Third Party Products are available for convenience, but are not mandatory on the contract.  Agencies are encouraged to use the standard configurations, which are highly discounted.  There are 12 minimum baseline standard configurations (Three desktops, five laptops, one workstation, one mobile workstation and two tablets/2-in-1 Laptops).
Dell computer products are not currently on the contract, but a separate RFB has been posted.  In the meantime, agencies can use the Dell NASPO Computer Contract, 505ENT-O16-NASPOCOMPUT-00.
If not already listed as a standard configuration, equipment is quoted using the contract discount off for monitors, desktops, portables, workstations, additional warranty, and accessories. Each Contractor also has a discount from a verifiable price list for additional original equipment (OEM) manufacturer products. See individual Contractor Information/Pricing attachments for contact information and detailed pricing. Pricing discounts can be higher or pricing can be lower than what is listed on contract.
State Use Program and Other Mandatory Contracts
Products available from another mandatory contract (such as any of the Furniture contracts) or the 
State Use Program (such as a privacy screen/filter) shall follow proper procurement processes prior to using this contract. 
Waiver Requests
When mandatory use, send requests to waive use of this contract to the Contract Manager via email prior to a purchase. Waivers are handled on a case-by-case basis and shall state the business reason you cannot utilize the mandatory contract.  When applicable, also include efforts to obtain the same or better pricing for the equivalent off the contract prior to submitting a waiver request.
Excluded from the Scope
The scope does not include software other than the computer Operating System (OS) and any included commercial off-the-shelf (COTs) software provided by the OEM as requested in the required minimum baseline standard configurations. Hardware and software required to solely support wide area network (WAN) operation and management are not allowed. Equipment leases and rentals are not allowed.

Contractor Note:  The Wisconsin State Bureau of Procurement has been made aware of a possible fraudulent computer ordering scheme. Vendors have been receiving purchase orders that do not use the official purchase order of the State of Wisconsin when ordering computers. Further, the individuals placing these orders are using a 
NAME@wisconsin-gov.us email address as their contact information.
 
Please note, if you are dealing with a legitimate Wisconsin order, the email address of the individual will be a 
NAME@wisconsin.gov or 
NAME@edu address. In addition, the purchase order will be issued on the state’s official purchase order.  If you have any concerns, please contact the contract manager, Susanne Matschull.
