This meeting is to respond to questions regarding the Proposal Documents and attendance at one of the two scheduled pre-proposal meetings is mandatory. It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally-funded contracts. Consequently, the DBE requirements of 49 C.F.R. Part 26 apply to this contract. No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract and must take all necessary and reasonable steps to obtain DBE participation. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts. Attachment 6 Disadvantaged Business Enterprise Program Contract Provisions sets out the requirements Contractor must meet if any certified DBE firms perform on this Contract. To allow SacRT to track race-neutral DBE participation for Contracts without a DBE goal, Bidders are expected to submit the DBE Commitments Form (DBE Form 1a) for all solicitations without an established goal and in which a DBE will be participating. SacRT hereby notifies all proposers it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all proposers will be afforded full opportunity to submit a proposal in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award.
