Added:Jul 29, 2019 11:17 am FOR JBSA-CAMP BULLIS, San Antonio, Texas: Construct a new site-adapt standard Vehicle Maintenance Shop (Tactical Equipment Maintenance Facility - TEMF), FY-18, PN 67554 / CYRB1967554, Camp Bullis, Texas. The complex will provide a new small Tactical Equipment Maintenance Facility (TEMF) and will also include: Organizational Hardstand, Organizational Storage Building, POL and Hazardous Waste Storage Buildings and a 3-bay vehicle wash facility, which will be located at the adjacent site. Other supporting work including but not limited to: water, sewer, gas, electrical, communications, site drainage and final grading must be provided to support the complex and vehicle wash facility.The Small Tactical Equipment Maintenance Facility is a Standard Design of 18,800 SF with 4 - 32' X 32' Repair Bays and 5 Maintenance Bays. The Repair and Maintenance Bays are served by a 35-Ton Overhead Crane with a 20' hook height. The service areas include a Component Wash Area, a
Machine Shop and a Maintenance Pit with two sets of hose reels providing Antifreeze, Engine Oil, Gear Oil, Transmission Fluid, and Grease. Repair Bays are provided with Vehicle Exhaust Systems. The Repair Area is also served by two POL/Antifreeze Distribution Reels as well as a waste POL and Antifreeze recovery system. The Consolidated Bench Repair is provided for specific small item bench repair. An Arms Vault, COMSEC Vault, and Non-Sensitive Secure Storage are also provided. A Tool Room with access to the SATS and Combat Spares Room with access to the ASL-MS are also provided. This area is sprinkled for fire protection.The Organizational Vehicle Hardstand provides parking for the tactical vehicles assigned to the Army Medical Department Center and School on a concrete hardstand. The entire site is surrounded by a 7' fabric high chain link fence (FE-6) with three strands of barbed wire (total fence height is 8'). Two, 30' wide gates are provided for access into the hardstand. POV parking is provided on separate parking lots outside the fenced perimeter. POV parking will include standard, Handicapped, Low Emission, and Car Pool spaces.The Organizational Storage Building, sized at 2,400 SF, will provide separate storage compartments for 4 Companies of approximately 475 SF each, plus a small service area for utilities. Each of these compartments is served by a 10' X 10' overhead coiling door plus a personnel door. Each space is separated by security mesh partitions. This building is freeze protected and ventilated and will be wet sprinkled for fire protection.The POL and Hazardous Waste Storage Buildings (HWSB) are prefabricated buildings. These buildings are 420 SF each; total of (2) HWSB and (2) POL buildings. The POL area is for the designated storage of 5 types of POL used in the TEMF: Engine Oil, Gear Oil, Transmission Fluid, Grease, and Anti-Freeze. The Hazardous Waste Storage area is used for the storage of the facility by-products including waste fluids and oils, dry sweep, oily rags, and waste Anti-Freeze. Because of the toxicity of Anti-Freeze, all of these facilities are further subdivided so that separate storage is provided for this material.A Vehicle Wash Facility with three (3) wash bays and associated paving, lighting, washing equipment, treatment equipment and controls will be constructed to support the new Vehicle Maintenance Shop.DFARS 236.204 Disclosure of the magnitude of construction projects. (i) Between $10,000,000 and $25,000,000.The RFP is anticipated to be issued on or about 29 July 2019, and offers will be due on or about 28 August 2019. Public bid opening procedures are applicable for this solicitation. A firm-fixed price contract is anticipated to be awarded using Invitation for Bid procedures. Anticipated contract award date on or about 25 October 2019. The period of performance will be 360 days from award. This announcement will be Unrestricted. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Davis-Bacon Act.
