VILLAGE OF WEST DUNDEE-UTILITIES DIVISION POSITION CLASSIFICATION Hours: Full-Time (40 hours/week) Department: Public Works Position Title: Utilities Worker II Division: Utilities Starting Salary: $54,728 Reports To: Superintendent _______________________________________________________________________________ PURPOSE OF POSITION The purpose of this position is to perform a variety of skilled work in maintenance, repair and operation on the water system and equipment. May exercise technical and functional supervision over assigned departmental employees. This position reports to the Water Superintendent or designee. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Performs water distribution repairs, replacement, installation and maintenance of equipment including water main, valves, fire hydrants, service lines, b-boxes. • Performs the
hydrant maintenance program including flushing, painting, lubricating, flow testing, exercising and record maintenance of all hydrants. • Performs the valve maintenance program including mapping, exercising and record maintenance of all valves. • Performs requested J.U.L.I.E. utility locating and maintains record of same for all Village owned utilities. • Records locations of service lines and water mains for mapping purposes. • Performs snow and ice control duties as required throughout the Village. • Maintains appropriate inventory level of equipment, parts and supplies needed for scheduled and emergency situations on the water distribution system. • Utilizes and ensures proper safety precautions related to all work performed. • Responds to and resolves resident inquiries and complaints; investigates distribution system and water quality problems. • Attends and participates in professional organization meetings. • Responds to after-hours callbacks; prepares for and confronts emergency conditions as necessary to maintain efficient and effective Village services. • Performs inspections of Village-owned equipment, identifies work requirements, and performs preventative maintenance actions to correct deficiencies and extend the useful life of the equipment. ADDITIONAL TASKS AND RESPONSIBILITIES While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. • Performs periodic inspection, testing, record keeping, repair, and maintenance of wells, water towers, and treatment facilities. • Performs landscape maintenance and repairs as they pertain to water distribution repairs • Installs and repairs water meters and remote reading devices; complete related work orders on an electronic device. • Performs airline testing of wells; maintains records. • Performs fire hydrant and water main flushing. • Inspects water meters, remote devices and b-boxes at new construction sites; complete related work orders on an electronic device • Performs snow and ice control duties as required. • Operates construction equipment and power tools such as; dump truck, skid-steer, concrete saw, sewer rodder, Sewer Jetter, Sewer Vac Truck, and mower as well as maintaining hand tools and assigned equipment. • Performs snow and ice control duties as required throughout the Village. • Performs any other duties as directed by the Water Superintendent or designee PHYSICAL AND MENTAL ABILITIES REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Language Ability and Interpersonal Communication • Ability to communicate clearly and concisely, both verbally and in writing with co-workers, the general public and immediate supervisor. Physical Requirements • Ability to coordinate eyes, hands feet and limbs in performing movements required in operation of construction equipment including backhoes, skid-steers, end loaders, power saws, small and large trucks, and assorted tools commonly used in the maintenance of water systems. • Ability to operate and perform repair tasks for extended periods of time under adverse conditions • Ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job-related objects, materials and tasks. • Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include climbing stairs/ladders, walking, crouching, crawling, stooping, bending, twisting, standing, or sitting for extended periods of time, operating assigned equipment and lifting heavy objects. MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS High school diploma or equivalent with three years experience in of increasingly responsible experience in the operation and maintenance of potable water or sanitary sewer systems; or any combination of training and experience which provides equivalent knowledge, abilities and skills. Must posses or obtain in a timely fashion an Illinois Class ‘B’ Commercial Drivers License with air brakes endorsement and tanker endorsements within six (6) months of hire. Must have possession of, or ability to obtain, a valid Illinois Class “D” Water License within one year of hire. Must have possession of, or ability to obtain, a valid Illinois Collection System Operator Certification within one year of hire. This position is also subject to all Department of Transportation requirements for CDL licensing. This includes bi- annual medical examinations and random drug and alcohol testing. Work involves performing a variety of skilled public works and maintenance duties assisting with the installation, maintenance, and repair or replacement of water meters, valves, hydrants, and other system components; monitoring and maintaining the Village's water and wastewater pumping stations, and responding to citizen requests relative to the Village's water service. This position may exercise technical and functional supervision over assigned division employees. This position reports to the Water Superintendent or designee. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. • Performs the daily inspection, testing, record keeping, repair and maintenance of wells, treatment facilities, water towers and lift stations. • Performs and directs the collection, analyses and record keeping of a variety of data concerning water and sanitary sewer system operations, including but not limited to: pumping data, chemical feed rates and water samples. Reads master meters and gauges. Makes necessary changes based upon analysis of the data. • Maintains appropriate inventory levels of chemical supplies for treatment facilities and testing reagents for routine sampling. Maintains appropriate inventory levels of equipment, parts and supplies for scheduled maintenance and emergency situations on treatment and storage facilities. • Oversees construction, pressure testing and chlorinating of water main and storage facilities and maintains records of such activities. • Performs the sampling and testing of water as required by the Environmental Protection Agency and ensures timely reporting to the same. Conducts collection of random and special water samples using prescribed procedures. Mails or hand-delivers samples to the appropriate testing facilities. Depending upon qualifications, incumbent may conduct a series of in-house process control tests on collected samples. • Diagnoses problems, repairs, replaces and maintains equipment on wells, SCADA & control systems, treatment facilities, pump stations and lift stations. • Performs airline testing of wells and maintains records of such activities. • Checks elevated water storage tanks for proper operation of catholic protection systems. • Maintains pumps; greases and tightens packing and maintains records of such. • Utilizes and ensures proper safety precautions related to all work performed and adheres to division, departmental and Village safety procedures. • Attends and participates in professional organization meetings. • Responds to, investigates and resolves resident inquires and complaints including, but not limited to: requests for final meter readings, low water pressure, high water usage, water quality, and other water service problems. • Prepares for and confronts emergency conditions as necessary to maintain efficient and effective Village services. • Responds to after-hours callbacks. May be called out at any time of the day or night to respond to water system-related emergencies, or assist with snow removal as required. Participates in an equitable weekend duty rotation schedule. • Performs inspections of Village-owned equipment, identifies work requirements, and performs preventative maintenance actions to correct deficiencies and extend the useful life of the equipment. Orders water meters, remote accessory devices, and repair parts as needed in accordance with Village purchasing policies; stores and maintains inventory records of these parts and equipment. • Performs J.U.L.I.E. utility locating and maintains record of same for all Village owned utilities. • Performs snow and ice control duties as required throughout the Village. • Operates construction equipment and power tools such as dump truck, skid-steer, concrete saw, sewer rodder, and mower; maintain hand tools and assigned equipment. • Performs a variety of tasks in the maintenance and repair of streets, parkways, water mains, storm and sanitary sewers, and related facilities as required. • Performs any other duties as directed by the Water Superintendent or designee. MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS High school diploma or equivalent with five years of increasingly responsible experience in the operation and maintenance of potable water systems; or any combination of training and experience which provides equivalent knowledge, abilities and skills. Must have possession of a valid Illinois Class “C” Water License at minimum and the ability to obtain a valid Illinois Class “B” Operator in Training status within one year of hire. Must possess or have the ability to obtain an Illinois Collection System Operator Certification or greater Wastewater Certification within one year of hire. Must possess or obtain an Illinois Class “B” commercial driver’s license with air brake and tanker endorsements within 6 months of employment.
