Description: The City of Charlotte through its Charlotte Business Inclusion program (CBI) is committed to playing a major role in impacting and growing the city’s economy. Specific to the support we lend to our nearly 1,400 certified minority, women, and small business enterprises (MWSBEs), CBI believes that capacity building is essential to growing these companies. However, currently the city of Charlotte does not offer education for bonding nor provide a Surety Bonding Program for MWSBEs. A construction bonding program would address construction certified firms’ top barrier to growth. Municipalities in the state of North Carolina cannot act as a surety for bond holders. However, it is the city’s intent to procure Services for construction bonding education, technical assistance and the implementation of a construction surety bonding program for city certified minority, women, and small enterprises (MWSBEs). A priority for CBI is to provide a program that will educate the city’s MWSBEs on how to obtain construction bonding and provide a construction bonding program specifically designed for the city’s MWSBEs participating on city construction contracts. While the city is flexible with respect to certain elements of the Construction Bonding Services, the city has specific requirements and preferences for the Service delivery method.
