Sealed bids will be received at the office of the Department of Public Works, 314 Great Road, Bedford, Massachusetts 01730 until Wednesday, March 8, 2023 at 10:00 a.m. (prevailing time), and at that time and place will be publicly opened and read aloud. The clock in the conference room of the Department of Public Works shall be considered official. No faxed or email bids shall be accepted. No conditional bids shall be accepted. The Town currently allows residents to schedule one bulky item for collection per week as part of the refuse collection program. It is desirable that the Proposer has had at least five (5) such curbside collection contracts in the past three years, three (3) of which are of similar size and characteristics to the one specified herein. The Proposer must identify the full extent of involvement in the referenced contract. Proposer must provide an organizational chart showing the proposed managerial organization associated with providing collection services to the Town. This chart should identify, by name and title, a Contract Manager to be assigned to the Town. The Town will consider the identification of a specific individual to be a firm commitment on the part of the Proposer to assign this individual to the position shown. A resume of the named individual must be included in the Proposal. Each Proposer shall provide references as a part of its proposal including: References from other Massachusetts municipalities for whom similar recycling/refuse collection services are now or have recently been performed under contract; and Other references relevant to the Proposer’s character and integrity, record of good business practices, management ability, and experience. Each reference shall include the name, address, and telephone number of an individual whom the Town may contact to discuss the Offeror's managerial ability, financial standing, and/or business experience. Each Proposer shall fully describe the nature of its existing business, and shall indicate the number and types of vehicles and equipment it intends to utilize in the performance of this Contract as well as where this equipment will be housed and maintained. If the Proposer intends to purchase new equipment, it must provide a manufacturer delivery guarantee with the Proposal. Special Requirements: The preferred proposal will include a local representative, who is working within 100 miles of the Town, knowledgeable about the Town’s refuse and recycling program, and will manage missed pick up calls and bulky item scheduling. Use of online scheduling tool for pick-ups is also strongly preferred.
