Online Q&A Online Q&A No Contact Information Contact Info Melissa DeOcampo 619-533-5235 MDeOcampo@sandiego.gov Bids to Owner's Agent Description Scope of Services The City of San Diego (City) owns and operates three Water Treatment Plants (WTPs) which supply an average of 220 Million Gallons Per Day (MGD) of potable water to its customers. The Alvarado WTP provides treated drinking water to customers primarily in the central section of the City. The Alvarado WTP is a conventional surface WTP located adjacent to Lake Murray Reservoir. The Alvarado WTP was built in 1951. Raw water is pulled from Lake Murray or delivered from two other raw water sources, San Diego County Water Authority (SDCWA) and El Monte Pipeline. The treatment process includes fluctuation/sedimentation, disinfection with ozone, and filtration. The facility has undergone a multi-phase expansion and upgrade project that was completed in 2011 and currently produces approximately 200 MGD of treated drinking water. The capacity of Area 95 (Filters 1-8) is 120 MGD and the capacity of Area 60 (Filters 9-16) is 80 MGD. Area 60 was constructed in 2001 and is comprised of Filters 9-16 including complicated network of pipes, valves, and other appurtenance. The pipes and valves diameter are between 2 to 36 inches. The piping is constructed of Type 304L stainless steel. The piping conveys back wash water supply, surface wash water supply, settled water, filtered water, and filter drain water. In 2008, less than ten years after being put into service, the filter gallery piping started to leak. The plant engineering staff consulted the City's corrosion team to assess the piping. The condition assessment yielded that the pipe had undergone deterioration at specific welds. Improper welding procedures and incompatibility of Type 304L stainless steel pipe with chlorine were determined to be the main factors triggering the deterioration of pipes. All segments of pipe observed are compromised and it is assumed the pipe not observed has same extent of corrosion throughout. Poor workmanship on the welds and material incompatibility along with chemical attack and microbiologically influenced corrosion led to the concerning observations and unfavorable results. Other Details Professional design services for this project shall support the replacement of approximately 2,970 LF of existing 304 stainless steel piping with cement mortar-lined carbon steel pipes with painted exterior including associated valves, appurtenances, and pipe labels at the Area 60 (Filters 9-16) Filter Gallery of the Alvarado WTP. The design scope includes the installation of removable spools with bypass which is necessary for future inspection by a third-party certified weld inspector to ensure the welding environment and procedures for quality control. The Project is located at 5540 Kiowa Drive, La Mesa, California 91942, within the Navajo Community Planning Area (Council District 7). A map showing the location of work is included in Appendix A.
