The City of Corvallis is seeking bidders interested in supplying treatment chemicals for water and wastewater operations for FY 2024/2025. 1.1. Contractors shall furnish any or all of the following chemicals: Sodium Hypochlorite (Low Sodium) 12% Liquid, Liquid Aluminum Sulfate, Dense Soda Ash Powder (bulk and in bags), Sodium Fluorosilicate (bags), Liquid Sodium Bisulfite and Liquid Caustic Soda 25% (totes). 1.2. All chemicals shall comply with applicable industry and government standards and specification including the following: 1.2.1. Sodium Hypochlorite AWWA B300-10, NSF 60 1.2.2. Liquid Aluminum Sulfate AWWA B403-09, NSF 60 1.2.2.1. It is the intent of these alum specifications to provide the City of Corvallis with liquid aluminum sulfate Al 2 (SO 4 ) 3 +/- 3% derived from bauxite sulfuric acid digestive process or aluminum tri-hydrate sulfuric acid reaction with a temperature not to exceed 100 degrees Fahrenheit at delivery. Insoluble or precipitate materials are not acceptable.
1.2.3. Soda Ash AWWA B201-08, NSF 60 (bulk) 1.2.4. Soda Ash AWWA B201-08, NSF 60 (50 lb. bags) 1.2.5. Sodium Fluorosilicate AWWA B702-11, NSF 60 (50 lb. bags) 1.2.5.1. Physical Requirements : Size and Density : The sodium fluorosilicate supplied will be a fine, dry, granular free-flowing material containing no lumps and shall have an average bulk density of approximately 85 pounds per cubic foot, ranging from 85 to 95 pounds per cubic foot. The material shall meet the following size requirements: a) At least 98% shall pass through a US Standard Sieve No. 40 (420 um). b) Less than 25% shall pass through a US Standard Sieve No. 325 (44 um). 1.2.5.2. Chemical Requirements : Content : The sodium fluorosilicate supplied shall have a minimum of 98% (dry basis) sodium fluorosilicate, which corresponds to approximately 59.4% fluoride ion. Moisture : Moisture content shall not exceed 0.50% by weight. 1.2.6. Liquid Sodium Bisulfite (38 – 40%) 1.2.6.1. Specifications : Acceptable Concentration: 38.0% - 40.0% Chemical Formula: NaHSO 3 Molecular Weight: 104.05 Appearance: Light straw yellow liquid with strong sulfur dioxide odor pH: 3.8 – 5.0 Specific Gravity: 1.31 – 1.33 Freezing Point: <40 degrees F. Solution Weight: 10.9 – 11.1 pounds per gallon Sodium Bisulfate Concentration: 3.8 – 4.2 pounds per gallon Water Insoluble: 10 ppm, maximum Lead (Pb): 10 ppm, maximum Mercury (Hg): 0.5 ppm, maximum Arsenic (As): 0.5 ppm, maximum 1.2.7. Liquid Caustic Soda 25% 1.2.7.1. Specifications : CAS Number 1310-73-2 Chemical Formula: NaOH Acceptable Concentration: 20.0% - 29.0% ACGHI TWA: 2 mg/m 3 in an 8-hour period 1.3. The City reserves the right to request product samples for analysis and may reject the product based on test results. 1.4. The Bidder must provide with the bid the Certificate of Analysis, dated within the last six (6) months and an Affidavit of Compliance, meeting AWWA and NSF 60, as specified per product. 1.5. Chemicals shall be delivered during normal working hours (Monday thru Friday, 6:30 a.m. to 5:00 p.m.) to one or any of the locations below: 1.5.1. Taylor Water Treatment Plant (Taylor WTP): 3140 SE Clearwater Drive, Corvallis, OR 97333. 1.5.2. Rock Creek Water Treatment Plant (Rock Creek): 22948 Rock Creek Road, Philomath, OR 97370 (off State Highway 34, five miles southwest of Philomath). 1.5.3. Wastewater Reclamation Plant (WWRP): 1304 NE 2 nd Street, Corvallis, OR 97330. 1.6. The City reserves the right to order a split delivery (partial loads to two or more of the locations listed above) with no cost penalty. 1.7. The quantity of chemicals to be delivered at any of the three delivery locations will be as follows: 1.7.1. Taylor Water Treatment Plant 1.7.1.1. Sodium Hypochlorite: 4,300 to 4,700 gallon lots a) Sodium Hypochlorite shall be delivered in thoroughly pre-cleaned tanker trucks. Two-inch cam-lock couplings are required for all deliveries. 1.7.1.2. Liquid Aluminum Sulfate: 4,300 to 4,600 gallon lot a) Liquid Aluminum Sulfate shall be delivered in thoroughly pre-cleaned tanker trucks. Two-inch cam-lock couplings are required for all deliveries. 1.7.1.3. Soda Ash: 50 tons or full truck/trailer quantities a) Soda Ash shall be delivered in bulk with standard blower fittings. 1.7.1.4. Sodium Fluorosilicate: 200 bags (50 lb. bags) a) Bagged Sodium Fluorosilicate shall be provided in 50- pound heavy-duty plastic lined paper bags and must be delivered on standard wooden pallets in good conditions, compatible with the City’s material handling equipment. This material must be hauled in an enclosed van, and shall be in dry condition when delivered. 1.7.2. Rock Creek Water Treatment Plant 1.7.2.1. Sodium Hypochlorite: 1,600 gallon lots a) Typically, Rock Creek will be supplied with a partial load of approximately 1,600 gallons with the balance of the load being delivered either to Taylor WTP or to the WWRP. When receiving a split load of Sodium Hypochlorite, the delivery shall occur first at the Rock Creek site with the balance delivered to one of the alternate locations. Sodium Hypochlorite shall be delivered in thoroughly pre-cleaned tanker trucks. Two-inch cam-lock couplings are required for all deliveries. 1.7.2.2. Liquid Aluminum Sulfate: 4,000 gallon lots a) Liquid Aluminum Sulfate shall be delivered in thoroughly pre-cleaned tanker trucks. Two-inch cam- lock couplings are required for all deliveries. 1.7.2.3. Soda Ash: 150 bags (50 lb. bags) a) Bagged Soda Ash shall be provided in 50-pound heavy-duty (double lined) paper bags and must be delivered on standard wooden pallets in good condition compatible with the City’s material handling equipment. This material must be hauled in an enclosed van and shall be in dry condition when delivered. 1.7.2.4. Sodium Fluorosilicate: 100 bags (50 lb. bags) a) Bagged Sodium Fluorosilicate shall be provided in 50-pound heavy-duty plastic lined paper bags and must be delivered on standard wooden pallets in good condition, compatible with the City’s material handling equipment. This material must be hauled in an enclosed van, and shall be in dry condition when delivered. 1.7.3. Wastewater Reclamation Plant 1.7.3.1. Sodium Hypochlorite: 4,300 to 4,700 gallon lots a) Sodium Hypochlorite shall be delivered in thoroughly pre-cleaned tanker trucks. Two-inch cam-lock couplings are required for all deliveries. 1.7.3.2. Liquid Sodium Bisulfite (38 – 40%): 4,000 to 4,800 gallon lots a) Liquid Sodium Bisulfite shall be delivered in standard 4,000 to 4,800 gallon lots to the WWRP in thoroughly pre-cleaned tanker trucks. Two-inch cam-lock couplings are required for all liquid Sodium Bisulfite deliveries. 1.7.3.3. Liquid Caustic Soda 25%: 275-gallon totes a) Liquid Caustic Soda 25% shall be delivered in 275-gallon totes. 1.8. The quantities listed for each chemical on the Offer/Certifications/Offer Commitment form are rough estimates of what the City intends to purchase through the duration of the contract. 1.9. Bids/Quotes must clearly state any additional charges including deposits and freight for containers, pallets, etc., and whether such containers are returnable. If container deposit is required, the vendor will be required to pick up empty containers within seven (7) calendar days of notice by the City. Failure to do so will result in the deposit either being deducted from any payments due the vendor or billed to the vendor in accordance with City policies. 1.10. Bids/quotes shall be valid for the duration of the contract. 1.11. The chemical supplier shall not be liable for delays due to causes beyond the supplier’s control, such as, acts of God or the public enemy, and priority or allocation order issued by the Federal Government, or any other act of the Federal Government, fires, floods, epidemics, quarantine restrictions, strikes or other labor disputes, and freight embargoes. 1.12. Chemicals shall be delivered within three (3) working days from the time of City’s order. 1.13. The Contractor’s delivery receipt shall be signed by a City representative at the time of delivery. 1.14. All chemicals delivered by the Contractor shall be free from impurities including but not limited to: water, dirt, harmful oils, fibrous materials, and other contaminants. In case of damages directly traceable to chemical contamination, the Contractor shall be responsible for all costs incurred. 1.15. For truck and trailer deliveries, the delivery receipt and invoice shall include a stamped loading ticket that shows the actual volume of the delivery. 1.16. The Contractor shall be responsible for immediately reporting and cleaning up any spillage of chemicals which may occur during transit or unloading operations. Upon failure to do so, the City shall take corrective action and charge the Contractor for all related costs. 1.17. The Contractor shall comply with conditions of the Federal Occupational Safety and Health Act of 1972 (OSHA), and the standards and regulations issued thereunder, and certifies all items furnished and purchased under this order will conform to and comply with said standards and regulations. Contractor further agrees to indemnify and hold harmless the City from all damages alleged or assessed the City as a result of the Contractor’s failure to comply with the acts and standards thereunder and for the failure of the items furnished under this order to so comply. 1.18. Products which contain hazardous chemicals, as defined by Oregon Administrative Rules Chapter 437, must be labeled, tagged or marked with the following information: 1.18.1. Identity of hazardous chemical(s) 1.18.2. Appropriate hazard warning 1.18.3. Name and address of the chemical manufacturer, importer or other responsible party. 1.19. All applicable federal, state, and local environmental protection, health and safety requirements shall be in accordance with the following agencies’ ordinances, rules and regulations dealing with worker and public health and safety, the prevention of environmental pollution, and the preservation of natural resources: Environmental Protection Agency (EPA), Department of Environmental Quality (DEQ), Occupational Safety and Health Administration (OSHA), Oregon Health Authority (OHA). 1.20. The Contractor shall provide safety data sheets (SDS) on all products prior to first delivery and whenever product SDS are revised.
