The purpose of this RFQ amendment is to answer vendor questions. The following information is hereby incorporated into solicitation 36C24420Q0150: I. Vendors submitted the following questions. The government has provided a response to each question. _____________ A. Can the Government clarify how many Telephone Operators are required for this contract? - In submitting a quote for this requirement, it is the contractor s responsibility to outline a staffing plan in accordance with the Instructions to Offerors Commercial Items , included on page 17 of the solicitation document. The staffing plan should meet the requirement in a way that is appropriate and specific to the contractor s business. The contractor is required to provide a technical response detailing how the work under this contract will be completed per page 10 of the solicitation document. B. Can the Government please confirm if the Project Director is a Working Manager/Working Supervisor or Project Manager? -The
responsibilities of Project Director are distinct from those of the Working Manager and Working Supervisor. Each role is detailed in Statement of Work section L: Personnel. C. Can we reduce number of FTEs as long as we are providing adequate coverage based on the call volumes? - In submitting a quote for this requirement, it is the contractor s responsibility to outline a staffing plan in accordance with the Instructions to Offerors Commercial Items , included on page 17 of the solicitation document. The staffing plan should meet the requirement in a way that is appropriate and specific to the contractor s business. The contractor is required to provide a technical response detailing how the work under this contract will be completed per page 10 of the solicitation document. D. Are resumes needed for all the Switchboard operators? can the Government confirm for what positions, we shall submit the resumes? -Resumes are not required for any of the positions. However, per page 9 of the solicitation document, a personnel roster of all regular or alternate personnel to be working under this Contract will be provided to the COR upon award. E. Are letters of commitment (LOCs) required at the proposal submission stage, if so for what position, does the Government wishes to see LOCs for? -Although LOC are not required, the Contractor shall ensure adequate staffing at the time contract is awarded and executed to ensure the measures outline in the QASP are met. F. Can the Government confirm if we could dual-hat the Project Director and Project Manager using one expert individual? -Yes, the Project Director and Project Manager can be dual-hat as long as the individual has been identified and COR has been notified in writing per contract on page 10. G. Is there a set-timeline for transition-in/phase-in to handover the contract from the incumbent to the prospective contractor? -The contractor must commence performance in accordance with the Statement of Work on 04/01/2020. H. We acknowledge that there is a Wage Determination document attached with the Government legacy document. Can the Government confirm if the contract is subjected to Service Contract Act clause? -Yes, 52.222-41, Service Contract Labor Standards (AUG 2018) applies, and is included on pg. 20 of the solicitation document. I. Can the Government please provide a clarification on what level of personnel security clearance is required? -As indicated in section U of the Statement of Work: Contractor Personnel Background Investigation Requirement The position sensitivity has been designated as LOW. Background Investigation -The level of background investigation commensurate with the required level of access is Low Risk -NACI. J. Can the Government specify what Switchboard equipment is currently under usage? This will allow us to deploy the operators only with the specific equipment experience. -The phone system is NEC brand. Government Furnished Equipment is detailed in Statement of Work section H, III: Equipment. K. Can you provide current staffing levels for each shift and holiday/weekends? -This is proprietary business information. In submitting a quote for this requirement, it is the contractor s responsibility to outline a staffing plan in accordance with the Instructions to Offerors Commercial Items , on page 17 of the solicitation document. The staffing plan should meet the requirement in a way that is appropriate and specific to the contractor s business. L. What is the current contract number? -The government will provide specific answers and clarification regarding the requirement, but not the current contract. All current and prior federal contract information is publicly available through the Federal Procurement Data System (FPDS) www.FPDS.gov. M. Is there an incumbent currently performing these services? If so, please provide the name and current contract number. -The government will provide specific answers and clarification regarding the requirement, but not the current contract. Please provide the average length of calls processed. -The average call length is two minutes. O. How many incoming lines are the operators required to answer? -There are a total of 124 lines. P. Please explain the difference between the Working Manager and Working Supervisor . - Page 8 of the solicitation document provides the definitions of Working Manager and Working Supervisor. R. Understanding the coverage time is 12 hours per day M-F, and the average number of calls is 17-24 per hour, is there a defined number of operators you are looking to have working at any given time during that span? - In submitting a quote for this requirement, it is the contractor s responsibility to outline a staffing plan in accordance with the Instructions to Offerors Commercial Items , on page 17 of the solicitation document. The staffing plan should meet the requirement in a way that is appropriate and specific to the contractor s business. S. Can you tell me the current number of FTEs by position and total labor hours for this effort? -This is proprietary business information. Can the Project Director position defined in Section L Personnel be an off-site role? -Off-site work is not permitted under the proposed contract. U.
