REQUEST FOR WHITE PAPER (RWP)INFORMATION TO OFFERORS FOR WHITE PAPER SUBMISSIONS The last three paragraghs of this notice were updated on 7 September 2021 for clarification and to provide additional submission time. Future Tactical Unmanned Aircraft System (FTUAS) - W58RGZ-21-R-0G72INTRODUCTION: The Government is seeking White Papers for a Future Tactical Unmanned Aircraft System (FTUAS). The FTUAS requirement is for the Increment 1 to rapidly field a high Technology Readiness Level (TRL) andManufacturing Readiness Level (MRL) solution by 2nd Quarter FY23 with first system delivered by 3rd Quarter FY22.The FTUAS requirement is for a runway independent, point take-off and landing, rapidly deployable Unmanned AircraftSystem (UAS) capability. The FTUAS provides Brigade Combat Teams (BCT) an improved ability to executeReconnaissance and Surveillance (R&S) operations that collect, develop, and report actionable intelligence informationabout the enemy. The FTUAS provides a distinct tactical
advantage due to increased maneuverability through verticaltakeoff and landing (VTOL), improved command and control (C2) with an On-The-Move (OTM) capability, a reducedtransportability and logistics footprint, as well as significantly improved survivability due to reduced sound signature.FTUAS reduces the operational footprint with the introduction of VTOL and an expeditionary Ground Controllerenabling movement on the battlefield with Army organic ground vehicle and rotary wing support. Ideally, ScalableControl Interface (SCI) integrates with FTUAS to enhance employability, command and control of multiple FTUAS, aswell as develop a Common Operating Picture (COP). FTUAS paired with SCI leverages autonomy, scalability, andinteroperability to maximize battle space R&S objectives for Commanders. Ideally, the FTUAS air vehicle, missionsystem, and payloads will be Modular Open System Approach (MOSA) compliant to provide ease of upgrade andinterchangeability to meet Commanders’ mission requirements.This requirement is for a fully integrated FTUAS system; not just an air vehicle. The FTUAS shall be delivered withintegrated subsystems capable of achieving test, safety, and interoperability requirements necessary to attain a MaterialRelease IAW AR 770-3 Type Classification and Material Release, with associated artifacts, analysis, and engineeringsupport.The Agreements Officer, Angela L.
