Owner's Agent City of Sacramento Description Scope of Services The Department of Utilities (DOU) is in the process of developing a formal program for asset management, following methodology developed in ISO 55000, 55001, and 55002. The ultimate goal of the program will be to achieve the management standards articulated in the ISO 55000 series. As part of the Asset Management program (AM Program), DOU is hereby inviting statement of qualification proposals from consulting engineering firms to assist DOU as an Owner Advisor in reviewing newly developed program documents and developing a formal Asset Management Plan (AMP) for its critical drinking water system assets. This plan will formalize processes necessary to define the relative risk posed to operations from any single asset as well as assess the DOU’s risk profile and reliability` presented by all drinking water assets. The plan will leverage data collected from human resources, SCADA, instrumentation systems, and DOU’s internal asset management systems. The project will be divided into a number of phased components with subtasks to allow mid-course adjustments throughout the project and time for DOU staff to participate. It is expected that each component of work will take 6 months to two years with four to five years to complete the entire project. Through the project, tools will be developed in the SCADA, CMMS, CityWorks, GIS, and other identified systems, as necessary, to take advantage of the automated data collection for decision support and effective asset management. Each submittal must meet the requirements in Section 3A in addition to the qualifications to perform all tasks identified under each project component in Section 3B. Other Details The City of Sacramento (City), Department of Utilities (DOU) is soliciting qualified firms to provide professional owner advisory consultant services related to the development of DOU’s Asset Management Program for water infrastructure as outlined in Section 3. Scope of Services. Respondents to this RFQ must demonstrate experience and capacity to deliver the services offered, as well as sufficient understanding of DOU’s needs and the ability to deliver professional owner advisory services on an as needed and timely manner. This RFQ provides information about the project scope of work, qualification statement preparation, and the selection process.
