NOTICE TO OFFERORS Sealed proposals will be received by the Contracting Branch, Infrastructure Division, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744, UNTIL 2:00 P.M (CST)., AUGUST 30, 2022. Proposals will be received and recorded by the Infrastructure Division. TPWD is requesting sealed bids to perform all Work required for the following Project: Project Name Site Development and Visitor Check-In Project Location Devils River SNA Project Number 118540R Deadline for Receipt of Proposals August 30, 2022 at 2:00 PM (CT) Construction Estimate $5,700,000 TO $6,200,000 General Scope of Work: To provide necessary facilities and infrastructure for the Devils River SNA to include an entry gate, visitor check-in building, host multi-sites, and picnic sites at Devil’s Back and Pafford’s Crossing with supporting roadwork, sidewalks, parking, and composting toilets in accordance with the Request for Competitive Sealed Proposals and Contract Documents. Evaluation Criteria: Proposals will be evaluated for “best value” as determined by the Owner based on established criteria identified in Request for Competitive Sealed Proposals and Attachment A – ACCEPTABLE DOCUMENTATION AND CONTRACTOR’S QUALIFICATION FORM. Project Schedule: All work shall be completed within three hundred sixty (360) calendar days commencing on the date specified in the Notice to Proceed. This performance period includes completing the various aspects required to complete the Work, including submission of all Submittals, mobilization, procurement, installation, testing, inspection and delivery of documents described in the Uniform General Conditions, Article 12, 12.1.1.1. Pre-Proposal On-Line Video Conference: A pre-proposal on-line video conference will be held on JULY 27, 2022 at 10:00 AM (CT). Although the pre- proposal conference is not mandatory, Offerors are strongly encouraged to attend as important information regarding proposal submittal requirements and an overview of the Project will be discussed. The on-line video conference will be conducted using Microsoft® Teams. Offerors may use their browser to access the meeting or a Microsoft® Teams application. Important Note: In order to receive the TeamsTM calendar invitation to the pre- proposal on-line video conference, Offerors must pre-register. Following the on-line video conference, the PowerPointTM presentation will be posted to the Electronic State Business Daily. Site Visits A visit to the project site is not mandatory, however, TPWD strongly encourages potential Offerors to view the project site and offers no guarantee that the project site will be accessible to potential Offerors at any time other than the time specified in this solicitation package. Therefore, failure to take advantage of the site visit time listed herein may result in potential Offerors who are unable to visit the project site at all. Failure to give proper consideration to site conditions when preparing the proposal will not constitute grounds for additional compensation.
