Description:1. Description: The United States Special Operations Command (USSOCOM) ProgramManager - Surface Systems (PM-SS) is conducting market research to determine sourcescapable of fabricating CCH-SEALION IV. CCH-SEALION IV will maintain the samecapabilities of CCH-SEALION III with minor modifications to implement improvementsin the areas of Reliability/Availability/Maintainability (R/A/M) and safety. Like CCHSEALIONIII, CCH-SEALION IV will provide a specialized platform with signatureconsideration in support of Special Operations Forces (SOF) core tasks of Counter-Proliferation (CP), Counterterrorism (CT), Direct Action (DA), Special Reconnaissance(SR), Command and Control (C2), and Irregular Warfare (IW).2. The intent of this Request for Information (RFI) is to identify industry sources capable ofmanufacturing a single CCH-SEALION IV, with a potential option for a second craft. Ifa request for proposal is issued, USSOCOM intends to provide a Technical Data Package(TDP) for
CCH-SEALION IV defining the configuration baseline.3. Craft Characteristics/Requirements to meet mission and transportation requirements:a. High performance aluminum, twin waterjet, diesel powered monohullb. Approximate Length Overall (LOA): 81 ftc. Approximate Beam: 14.5 ftd. Approximate Height: 9.5 fte. Approximate Full Load Displacement: 90,000 lbs.H92405_USSOCOM_RFI_CCH_SLIVf. Approximate Lightship: 65,000 lbs.g. Approximate Fuel Capacity: 1,600 galh. Approximate horsepower: 3,200 brake horsepower (bhp) (i.e., 2 x 1,600 bhp)i. Capacity for 7 crew and 12 passengers.j. Air transportable (C5 and C17 Aircraft)k. Signature Considerations4. The Technical Data Package includes, but is not limited to, the systems identified belowand other requirements. Additionally, it is the Government's intention to minimize lifecycle sustainment cost of sub-systems throughout the CCH-SEALION fleet of vessels.Therefore, substitutions for the below list of systems and specified brand names will notbe accepted:a. Electrical System: 12 Volt Direct Current (VDC) and 24 VDC shall be provided byport and starboard engine mounted 24 VDC alternators. 120 Volt Alternating Current(VAC) and 230 VAC shall be provided by port and starboard Fisher Panda Marine 15DP Generators. 120 VAC convenience outlets shall be located in all spaces. 12 VDCand 24 VDC convenience outlets shall be located in all spaces. The craft shall becapable of receiving and running all craft systems on 120/240 VAC shore power. Thecraft shall also be capable of receiving 440 VAC shipboard power.b. Outboard Profile and Exterior Arrangement: The approximate overall dimensions ofthe craft shall be approximately 81 feet long by 14.5 feet wide and the craft shall becapable of air transport on a C-5 and C-17. Venting of air for main engine combustion,make-up air, fuel tanks, and ballast tank venting shall be done on the horizontal f l a tdecks. The exterior shall include multiple access plates and adapter assembliesacross the entire length of the craft. There must also be a soft patch opening overthe payload compartment with one (1) access plate, and a stern door that is capable oflaunching and recovering the current service common Combat Rubber Raiding Craft(CRRC). The craft shall have a suite of signature compliant communication andnavigation equipment. The list can be provided upon request to US Clearedcontractors.c. Inboard Profile and Interior Arrangement: The interior of the craft shall consist of anenclosed crew compartment, electrical compartment, engine compartment, vestibule,and a payload compartment. Craft must also have a full-length ballast tank. Allspaces except the engine compartment shall be heated and cooled. All spaces shallhave an adequate supply of make-up air.d. Doors, Hatches, and Access: Exterior access to the payload, crew, and enginecompartment shall be controlled with quick acting, watertight Freeman hatches.Internal access shall be controlled with Freeman doors between the crew compartment,electrical compartment, engine compartment, vestibule, and payload compartment.e. Machinery Arrangement: The engine compartment shall contain the port andstarboard: 10V2000 M96L CR main propulsion engines, ZF 2060 Marine Gears,Fischer Panda Marine 15 DP, SEPAR Fuel Water Separators, Parker-Hannifin FuelPolisher, Marine Exhaust System, Rexroth pumps for main and Parker Denisonhydraulic steering, and PTO driven auxiliary seawater pumps. Other equipmentlocated in the engine compartment shall consist of Delta-T air dampers with moistureeliminators, Fireboy-Xintex and Kidde-Fenwal automatic/manual fire suppressionsystem, de-watering pump, emergency DC hydraulic pump, AC/battery charger,ship/shore power transformer, hydraulic and fuel manifolds, steering coolers, mainhydraulic coolers, AC/DC switchboard box, payload and crew compartment Heating,Ventilation, Air Conditioning (HVAC) compressors, engine starting and ship servicebattery banks, and electric vent dampers.f. Shafting: The main propulsion shafting system shall be run through a watertightenclosure, be accessible for repairs and maintenance, and consist of a three-piecesystem with a forward and aft Cardan shaft. The intermediate shaft is supported byone pillow block bearing aft and one bulkhead mounted bearing forward.g. Control Systems: The craft shall have an alarm monitoring system and a can busnetwork of Parker/IQAN Controls and user interface modules shall be located in thecrew and payload compartments. Primary craft steering shall be controlled by joysticksand tillers at the coxswain and navigator stations in the crew compartment with aremote station controller capable of operating the craft from the topside deck of thepayload and engine/crew compartment. The main engines shall be controlled withMTU vendor supplied controls. The main engines shall be able to be started, stopped,clutched in/out, change revolutions per minute (RPM) from the console in the crewcompartment and at the local engine control panel in the engine compartment. Analogstyle gauges shall be used at the console for the coxswain. The engineering station inthe crew compartment shall have a MTU Blue Vision Display. The local operatingpanels in the engine compartment shall have Extensible Display Manager (EDM)displays.h. Console Arrangement: The console shall contain coxswain and navigator displays,engine controls with dimmable displays, craft network control interfaces, steeringcontrols, flat console space, steering backup controls, control alarm panel, firesuppression panel, defogger controls, backup hydraulic control panel, HVAC controls,12/24 VDC convenience outlets, Identification, Friend or Foe (IFF) control panel, andVHF Marine-Band (MARBAND) Radio. The engineering station console shall haveemergency engine controls, generator controls, lighting controls, fuel fill alarmcontrols, alarm indicator lighting, and alarm buzzers for craft control and enginealarms. The console will also include an integrated bridge system as GFE.i. Exhaust System: The main engine exhaust system shall be comprised of risers, sprayring, surge tube, and swing check valve.j. Ballast System: The craft shall be capable of taking water into the craft internally via12 inch 5086 Aluminum, schedule 40, piping for the main ballast tank and six (6) inch5086 Aluminum, schedule 40, piping for the aft ballast tank. Ballast water into thecraft is aided by a hydraulic ballast pump. De-ballasting of the craft is also to be donewith the hydraulic ballast pump. In addition, four-inch 5086 Aluminum, Schedule 40,piping shall be used to drain the payload compartment. All butterfly valves whichcontrol the flow of water in their respective piping assembly shall be done with ahydraulic actuator controlled and monitored by the Parker IQAN.k. Bilge Drainage System: The main ballast tank, aft ballast tank, vestibule, enginecompartment, and HVAC condensate sumps shall be drained using 24 VDC ITT Rulebilge pumps. The system shall be controlled and monitored by the Parker IQANnetwork.l. Fuel System: Craft shall have two (2), day tanks, and one (1), aft storage fuel tank.Fuel tanks will have the Parker-Hannifin fuel polishing system installed to conditionfuel supplied to aft and day tanks. Fuel supply to the port and starboard main enginesand Fischer Panda generators shall be through a single fuel manifold and fuel waterseparators.m. Compressed Air: Compressed air for the craft shall be supplied from two (2), 80 cubicfeet (cu. ft.) high pressure (HP) air flasks. An 86 cu. ft. damage control bladder shallbe installed in the forward section of the main ballast tank supplied from one (1)dedicated 80 cu. ft. HP air flask with regulators to step down the pressure for filling.n. Main and Steering Hydraulic System: The main and steering hydraulic (e.g., ISO 46)systems shall be capable of meeting all of the hydraulic requirements of the craft. Themain hydraulic (e.g., ISO 46) system shall supply hydraulic fluid via engine drivenRexroth pumps to power the main ballast tank pump, ballast tank hydraulic actuators,stern door rams, and forward tow post ram. The hydraulic steering system shall beindependent, port and starboard. The engine driven Parker Denison pumps shallsupply hydraulic fluid to the port and starboard steering systems needed to steer andcontrol the KaMeWa A3 40 waterjets.o. Acoustic and Thermal Insulation Arrangement: Thermal insulation from Soundownshall be applied to all external surfaces of the crew and payload compartment to coverthe external structure. Thermal insulation from Soundown shall also be applied to allexternal surfaces of the engine compartment to cover the external structure. Insulationshall extend down below the knuckle to the light ship waterline. Thermal and acousticinsulation shall be applied to the engine compartment and electrical compartmentbulkhead, electrical compartment and engine compartment bulkhead, and the enginecompartment and payload compartment bulkhead.p. Crew Compartment Arrangement: The crew compartment shall hold seven (7) UllmanDaytona seats; two on swiveling bases, one on a sliding base, and four deck mounted,capable of being repositioned on sliding track.q. Payload Compartment Arrangement: The payload compartment shall be capable ofmounting eight (8) deck mounted (tracks) Ullman Daytona seats. Without the seatsinstalled, the payload compartment shall also be capable of carrying one fully inflatedCRRC, one (1) deflated CRRC, and two (2), 35 horse-power multi-fuel outboardengines.r. Exterior Painting: The entire craft shall be mechanically cleaned and prepared forpaint. The entire craft shall be primed. The exterior topside of the craft shall be paintedin accordance with a Government furnished paint scheme and materials. The hullbottom of the craft shall be painted with two coats Interspeed bottom paint.5. Responses to this RFI shall include:a. Detailed description and sufficient information to allow the Government to determinewhether the source has experience and/or capabilities that qualify the source tofabricate the system.b. Description of any craft that the contractor has built and delivered, which generally fitthe Craft Characteristics/Requirements identified in this RFI. It is recommended thatdescriptions include the following:i. A brief summary of major equipment installed (i.e., propulsion system,electrical power generation, and major auxiliary equipmentii. Dimensional informationiii. Weight information including Lightship, Full Load (Lightship + fuel +payload), and maximum hoisting weight, if applicableiv. Performance characteristics (i.e., max speed at Full Load, cruise speed at FullLoad, range at Full Load, maximum sea state for full operational capability,and maximum sea state for survival) at a minimum. It is recommended thatdata be provided where possible to substantiate performance characteristics.c. Provide a description of signature work performed on a craft of this size (if any); noclassified information is to be submitted under this RFI.d. Aluminum welding experience, capabilities, and qualifications. Capabilities shouldaddress overall hull fairness tolerances achievable assuming a plating materialthickness of 0.25 inches and internal structure thicknesses ranging 0.25 inches – 1.0inches. Detail tolerances achieved and method employed.e. Experience with integrating Government furnished tactical communication andnavigation equipment (e.g., cables, antennas, and other components).f. Companies should justify their ability to manufacture a CCH-SEALION IV -comparable sized craft within an 30-36 month timeline from contract award. Pleasedetail schedule in terms of design time, build time, etc. Demonstration of ability tomeet the manufacturing targets should include:i. Existing engineering capability to develop shop/construction drawings basedon a Government provided TDP.ii. Description of similar aluminum boats built within an 30–36-month timeline.iii. Description of existing infrastructure that can be utilized for construction ofCCH-SEALION IV.iv. Notional schedule.g. The contractor's production lead time for one (1) craft with a potential Option for a 2ndcraft.h. Rough Order of Magnitude cost for a one (1) unit build.i. Separate pricing for drawings that would enable any repair on the craft by other thanthe manufacturer. Pricing for drawings shall include the necessary technical data rightsneeded for repair and sustainment.j. Name and address of the company and potential location where the boat would bebuilt.k. Point of contact including name, title, phone number(s), and email address.l. Size standard of your company and, if any, special preference (e.g., smalldisadvantaged, woman-owned, HUBZONE small business, veteran-owned). Refer toFAR Part 19.m. Responders are alerted that they must meet facility and personnel security clearancerequirements for handling and storage of classified material up to SECRET level inaccordance with the National Industrial Security Program (NISP) in order to fabricateCCH-SEALION IV. Please indicate current ability to meet clearance requirements forclassified material up to SECRET level.6. Submission:a. Submission package is limited to 20 (twenty) pages. Do not include companymarketing material, corporate profiles, personnel resumes, or duplicate material froma corporate website.b. Format: Responses should be formatted to print out legibly as follows: A) Paper Size- 8/5 x 11-inch paper; B) Margins - 1"; C) Spacing - Single; D) Font - Times NewRoman, 12 Point; and E) Microsoft Word 2007 or later and/or PDF format.c.
