Pursuant to FAR 6.302-1, the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, hybrid firm fixed price and labor hour contract with Newscycle Solutions (formerly The Media Service Group) for "Elan Software Maintenance and Technical Support" at the estimated price of $641K. This procurement will provide continued Elan software and technical support used by National Technical Information Services (NTIS). The Elan suite of products are core components of the NTIS order processing system and IT infrastructure. Elan, is a customized system, which encompasses order processing, subscription, accounts receivable and reporting that will allow the agency to maintain the business element of NTIS which includes: ordering products, collecting money, cost and accounting, disseminating products and reporting. Newscycle Solutions is the sole contractor authorized to provide the licenses and respective support to NTIS. The licenses that require maintenance and
technical support are proprietary to Newscycle Solutions. Elan will be used to continue operating in the current system without extravagant costs to purchase and customize a new system. Since NTIS operates on budgetary accounts and specialized mandatory requirements, a commercial off the shelf product would need to be modified extensively which would be an extreme hardship in cost and time A disruption of this requirement would significantly impact the operations and mission of the NTIS.The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
