indicated in the attached SF18.  The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. This requirement is not eligible for small business set-aside.The Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD/DNA) intends to award on a sole source basis for Qty. 1, SA-218 8x8 Switch Matrix-Up Converter software, part number SA218-Integration, developed by 3dB Labs, Inc. (“3dB”).  3dB is located in West Chester, Ohio 45069-9705.This software is the only integration software available possessing the form, fit, and/or function to match the currently installed hardware.  In addition, the required software is the only software that will allow for SA-218 Switch Matrix integration.  3dB Labs, Inc. is the only developer of the requested converter software. Please include shipping/freight cost to Dam Neck, VA 22448-5114 if applicable. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.  The completion and submission to the Government of an offer shall indicate the Offeror’s unconditional agreement to the terms and conditions in this solicitation.
