The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with Keysight Technologies. The requirement is for the purchase of the following:ITEM 0001:N9917B 18 GHz FieldFox Microwave Analyzer and ComponentsManufacturer: Keysight TechnologiesQTY: 1ITEM 0002:N9910HU Processor Hardware Upgrade for FieldFox AnalyzerManufacturer: Keysight TechnologiesQTY: 1ITEM 0003:N9910HU Processor Hardware Upgrade for FieldFox AnalyzerManufacturer: Keysight TechnologiesQTY: 1The above supplies include a microwave analyzer and processor upgrades on two handheld microwave analyzers. The analyzers provide necessary test and measurement capabilities and address increase demand usage to perform measurements in support of Navy projects. Keysight Technologies must complete the upgrades. Keysight Technologies provides the only analyzer that meets project requirements.A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
