(included in Attachment D of this Request for Proposal); update the project alternatives to be incorporated into an Alternative Analysis Report and Basis of Design (BOD) Report; substantiate the preferred alternative as recommended and updated by the Task Manager/POLB; provide design, development, and preparation of Plans, Specifications, and Engineer’s Opinion of Probable Construction Cost (PS&E) for the rehabilitation and proposed improvements of the facility; and assist POLB with bidding, construction, and close out phase services.
