The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 237120 Oil and Gas Pipeline and Related Structures and small business size standard of $27.5 million. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted to GSA s or FBO based on the results from this notice. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The VA Central Iowa Healthcare System located in Knoxville, IA is seeking underground storage tank and dispenser removal with subsequent reclaiming for seeding grass and concrete slab replacement in appropriate areas. See attached Performance Work
Statement (PWS) for complete requirements.This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The purpose of this sources sought is strictly for market research purposes. Please send all responses to Mark Thyne at mark.thyne@va.gov NLT 12:00 pm CDT on 10 May 2017 with the Subject: UST Removal.OVERVIEW: SCOPE: REMOVAL OF UNDERGROUND FUEL STORAGE TANKS AND FUEL DISPENSERS AND ASSOCIATED COMPONENTS. Equipment List: Two (2) each 1000 gallon, underground diesel fuel storage tanks (UST) , One (1) each 1000 gallon, underground, unleaded gasoline fuel storage tank (UST) and two (2) each fuel dispensing pumps and associated components. These items are located at 1515 West Pleasant Street, Knoxville, Iowa 50138. DNR Registration # 200000003.The following is a list of the tanks and dispensers that will be removed (See the attached map for locations.) Tank # 1 by bldg.156. Tank #9 by bldg.66. Tank #10 by bldg.66 DNR Tag ID #43936 DNR Tag ID #43939 DNR Tag ID #43940 Permanent Tank #16494 Permanent Tank #16530 Permanent Tank #16531 Two fuel dispensing pumps By bldg. 66 connected to Tanks 9&10.Services the Contractor shall perform: 1. Comply with the Iowa Department of Natural Resources (IDNR) requirements/guidelines that cover the removal of underground storage tanks (UTS s) and fuel dispensers, from start to finish. To include, but not limited to, all soil sampling required by the IDNR, any and all documents required to be completed and filed with the IDNR. 2. Remove all unwanted/unneeded debris associated with this project and job site and ensure the area is cleaned during and after completion of this project. 3. Supply all necessary supervision, tools, labor, materials, equipment and transportation necessary and any additional work related to this project. 4. Ensure pedestrian safety is observed and all safety devices are placed in areas that could pose a safety threat to by-standers and pedestrians.5. Perform all work in accordance with current codes, regulations and manufacturer s recommendations. 6. Qualified technicians are required to perform all work related to this contract.7. Submit all the required documents within 5 working days to the Iowa Department of Natural Resources upon completion of this project. 8. Backfill where the tanks were located and in the grassy area the backfill must be clean to allow for growing of grass. The area near bldg. 66 will be backfilled crushed rock and packed to support the new concrete. 9. Sow in grass seed to the backfill dirt over the area where the #1 tank was located after the ground has been leveled.10. Replace all concrete that was removed or damaged, to include the sidewalk near bldg. 156 and the concrete that will be removed near bldg. 66.11. Locate all underground utilities prior to starting any excavation. 12. Empty and dispose of all fuel that might be contained in the tanks, dispensers and piping. 13. Remove all piping and monitoring devices. 14. Perform soil sampling in the soil located under the fuel dispensing pump. Proof of current Technicians Certification shall be provided to the ContractingOfficer and the Contracting Officer s Representative (COR) for all technicians that will be performing work under this contract.Emergency Services:Contractor shall respond immediately to the COR after identification of an emergent problem or any damage that occurs during the fore mentioned work. The Contractor will be expected to continue work until the work has been completed. All hazardous waste resulting from the repairs will be removed and properly disposed of in accordance with all State, Local, and Federal regulations at no additional costs to the Government and it will be the sole responsibility of the Contractor to comply with all State, Local, and Federal regulations including but not limited to maintaining any and all current State and Federal certifications.Safety:All and any rigging apparatuses used to maneuver components involved in the contract will be in good working order and will be used following any and all manufacturers recommendations. All devices will be used in a method that does not cause injury or damage to personnel, patients, visitors or VA CIHCS property.The Contractor will follow safe practices and will provide and use proper personnel barricades as needed in the work area.All shoring performed will be done in away compliant with OSHA standard and all Federal, State and local standards.The Contractor will be required to perform a utility locate at the location of the work being performed. HOURS OF OPERATION:a. Routine work connected with this contract shall be performed between the hours of 0700 and 1630 local time , Monday Friday except federal holidays. CONTACT INFORMATION:a. GENERAL CONDITIONS: The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 100 calendars days after date of award no NTP will be issued.
