As a critical component of United States Department of Agriculture (USDA), the Rural Development (RD) Mission Area is driven by a mission to stimulate, grow, and protect the American rural economy by providing loans, grants, and loan guarantees to individuals and commercial entities engaged in the betterment of rural life. As such, RD generates numerous mailings.The USDA RD Assistant Chief Information Officer (ACIO) is responsible for developing, maintaining, and operating enterprise-level solutions in support of all RD business users. These include Business Center (BC), Innovation Center (IC), Office of External Affairs (OEA), Civil Rights Office, Chief Risk Office, Rural Business and Cooperative Service (RBCS), Rural Housing Service (RHS), and Rural Utilities Service (RUS). These business areas function to support the delivery of RD loan, grant, and technical assistance programs to rural communities.USDA, RD (Office of the Deputy Chief Financial Officer (DCFO) is required by Congress to maintain a Loan Origination/Loan Servicing System to our single-family housing borrowers which includes the capability to provide escrow accounting to these borrowers. The system gives the agency the capability to centralize several loan servicing actions that were performed in the 1,900 field offices in the past, thus, saving the Government substantial time and effort. However, to take advantage of the centralized functions, the Government must be able to print, fold, insert, and prepare for mailing items such as monthly billing statements, dunning letters, graduation letters, and other Loan Origination/Loan Servicing documents in a timely manner.
