The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Leadscope Incorporated, 1393 Dublin Rd, Columbus, OH 43215-1084 for Annual Software License Subscription renewals to Leadscope Software Suite to include (Predictive Data Miner, Leadscope Toxicity Database, SAR Genotox Database, SAR Carcinogenicity Database, CFSAN Chronic Database, CDER Chronic Database, CFSAN Repro-developmental Database, CDER Repro-developmental Database, and Database Builder). This software resource provides
NIEHS scientist with the ability to analyze a wide variety of toxicology data including data generated using high throughput screens (HTS) to achieve its programmatic goals in predictive toxicology. This highly sophisticated chemoinformatics and predictive toxicology software can be used to analyze large complex datasets and incorporates chemically based data mining, visualization and advanced informatics techniques (prediction tools, scaffold generators, etc.). Leadscope, Inc. is the manufacturer of the software and can only be purchased from the manufacturer. No other vendor can provide the licenses, maintenance, and technical support needed for this software.The anticipated period of performance will be for a twelve (12) month base period, plus four (4) additional 12 month option periods.The applicable North American Industry Classification System (NAICS) code for this acquisition is 511210 "Software Publishers)" and a size standard of $38,500,000.00.NIEHS will solicit and negotiate directly with Leadscope, Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to luis.salas@nih.gov within three (3) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within three (3) days, an award will be made to Leadscope, Inc.
