The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 611710. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted to GSA s ebuy. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The VA Nebraska-Western Iowa Health Care System in Omaha, NE is seeking a qualified contractor to provide commercial off the shelf web based, full text, online subscription to a unique source of current medical evidence that will be made available for clinical staff. See attached Statement of Work (SOW) for details. This is not a solicitation and in no way obligates the Government to award any
contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK EBSCOHost Databases Brand Name or Equal A. General Information 1.0 Introduction: The Nebraska Western Iowa Health Care System Library, requires a commercial off the shelf web based, full text, online subscription to a unique source of current medical evidence that will be made available for clinical staff in the Nebraska Western Iowa Health Care System network. The information platform will include: CINAHL product that is the world s most comprehensive source of full text for nursing and allied health journals, providing full text for more than 610 journals indexed in CINAHL. Of those, 317 are not found with full text in any version of Academic Search, Health Source or Nursing and Allied Health Collection (ProQuest). This authoritative collection contains full text for many of the most used journals in the CINAHL index- with no embargo. This database also provides indexing for over 3000 journals from the fields of nursing and allied health. It contains over 2.3 million records dating back to 1981. This database also offers access to healthcare books, nursing dissertations, selected conference proceedings, standards of practice, educational software, audiovisuals and book chapters as well as searchable cited references for over 1290 journals. MEDLINE product that provides authoritative medical information on the broadest possible spectrum of health care to include medicine, nursing, dentistry, the health care system, pre-clinical sciences. It uses MeSH (Medical Subject Headings) indexing with tree, tree hierarchy, subheadings and explosion capabilities to search citations from over 4800 current biomedical journals. This database provides full text for 1470 journals indexed in MEDLINE. Of those 551 are not found with full text in any version of Academic Search, Health Source or Biomedical Reference Collection (ProQuest). Citation coverage to 1949. Dentistry and Oral Sciences Source- This collection is a representation of the most commonly used dental and oral surgery journals with cover to cover indexing and abstracts for over 210 journals and dozens of monographs. There are 160 full text journal titles. Psychology and Behavioral Sciences Collection- This is a comprehensive database covering information concerning topics in emotional and behavioral characteristics, psychiatry and psychology, mental processes, anthropology, and observational & experimental methods. This database has 400 full-text journals. The Nebraska Western Iowa Health Care System Library s goal is to insure clinicians have access to high quality peer-reviewed clinical journals to improve clinical decision making at the point of care. Performance Period: Jan 01, 2018-Dec 31, 2018 plus 4 Option Years 1.1 Objectives Providing the Nebraska Western Iowa Health Care System network-wide access to standard knowledge based clinical information resources available at the point of care. The vendor must provide a single web URL which will provide the Nebraska Western Iowa Health Care System with a single point of entry to all resources provided. This resource must be available through CPRS (Computerized Patient Record System), the VA s Electronic Health Record, network wide to insure consistent access at the bedside for all Nebraska Western Iowa Health Care System clinical professionals and staff. 2.0 Scope of Work: 2.0.1 The vendor will provide all sites on the Nebraska Western Iowa Health Care System network with access to a single online, web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password (except for remote access). An unlimited number of simultaneous users are to have immediate access from any web-enabled computer within the Nebraska Western Iowa Health Care System. If the vendor wishes to have a license agreement in addition to a VA purchase order, the license must be included in the response to this proposal and approved by VA contracting and legal. If the vendor does not require a license agreement and will accept the purchase order then a statement to that must also be included in the response to this proposal. Information Scope The product should include: 2.1.1 Consult-level summaries and topics covering internal medicine, its subspecialties, primary care, surgery, and mental health in a format suitable for use by attending level physicians, students, nurse practitioners, house staff and other point of care health providers. 2.1.2 Topics that reflect current practice issues and support clinical decision support. 2.1.3 Drug information 2.1.4 Comprehensive information in a single product available for stand-alone purchase or license, independent of complementary or companion products offered by the vendor. 2.1.5 Related patient education material. 2.2 Usability 2.2.1 Searching and navigating within the system are logical and easy to use. Searching quickly retrieves material of high relevance. Users should be able to search by text or keyword searches. 2.2.2 The product has user friendly help and direction aids. 2.3 Currency 2.3.1 Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product. 2.3.2 Updates are marked and easily identified. 2.4 Access, content, support 2.4.1 Product is 508 compliant. (http://www.section508.gov/) 2.4.1.1 If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR 2.4.1.2. If product is not 508 compliant, then the vendor must describe why no work is being done to make it 508 compliant. 2.4.2 Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. 2.4.3 An unlimited number of simultaneous users are to have immediate access from any web-enabled computer throughout the Nebraska Western Iowa Health Care System. 2.4.4 It is required that all authorized remote users (with VPN, dial-up, wireless access, etc.) have access to the product through any the Nebraska Western Iowa Health Care System networked computer. 2.4.5 The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. 2.4.6 The product is compatible with the Windows environment. 2.4.7 A majority of the titles should be up to date with no period of embargo to the full text. 2.4.9 All site content and support of the web site is the responsibility of the contractor. This includes tech support to the Nebraska Western Iowa Health Care System users. 2.4.10 System downtime is minimal and the Nebraska Western Iowa Health Care System Library Manager project manager is notified when this occurs. 2.4.11 Articles are easily printed. 2.5.12 Single point of contact for customer service issues, available by both phone and email, is assigned to the Nebraska Western Iowa Health Care System. 2.5.13 Questions are responded to on the same business day. 2.5.14 Usage statistics are available to the system administrator on an enterprise level. 2.5.15 Availability of usage statistics at an IP level is highly desirable.
