The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with Keysight Technologies. The requirement is for the purchase of the following: N9030B PXA Signal Analyzer, Multi-touch Operating system, Windows 10 N9030B-SS1 Additional removable solid state drive, Win10 Start up assistance hours, included R-51B-001-3C Extended Warranty - Return toKeysight - 3 years R-50C-011-3 Calibration Plan - Return to Keysight -3 years Vector Signal Analysis Software, Transportable License Basic vector signal analysis and hardware connectivity, transportable license Vector modulation analysis, transportable license R-Y5C-001-A Node-locked perpetual license R-Y6C-001-L KeysightCare software support subscription, node-locked - 12 months Based on market research, Keysight has been identified as the only manufacturer and distributor of the equipment that
meets the minimum requirements. Consequently, it has been determined that no substitute for this application is available. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable North American Industry Classification Systems (NAICS) is 334515. All responding vendors must be registered in the System for Award Management (SAM) prior to submitting invoices for payment. Information to register can be found at
