The U.S. Geological Survey, Pacific Island Ecosystems Research Center (PIERC), Hawaii National Park, HI intends to issue a non-competitive award to University of Hawaii Systems, Honolulu, HI. The requirement is for membership in the Hawaii Conservation Alliance (HCA) for calendar year 2018 and 4 one-year options. The HCA) is a cooperative organization of conservation leaders representing nineteen government, education, and non-profit organizations. Collectively they are responsible for managing the biodiversity of Hawaii's lands and waters. HCA coordinates member approved functions such as meetings for the purpose of planning conservation actions in Hawaii. The above organization is the only known source that is capable of providing the above mentioned service because the HCA group includes other DOI agencies (FWS, NPS), plus other federal agencies working from the mountain tops (USFS, NRCS) to the deep sea (NOAA). Members also include numerous state agencies, educational
institutions, and NGOs. Collectively, the partner organizations of the HCA are responsible for managing the biodiversity of Hawaii¿s lands. HCA is the single coordination organization for all natural resource research, monitoring, management, and conservation entities in the State of Hawaii. The North American Industry Classification (NAICS) Code is 611310 - Colleges, Universities and Professional Schools, size standards $27.5. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1) and FAR 12. The anticipated contract will be firm fixed price award for calendar year 2018 and 4 one-year options. A vendor must be registered at http://www.sam.gov to be awarded the contract. All responsible sources may submit a proposal which shall be considered by the agency to the Contracting Officer and shall only be accepted through electronic mail addressed to nlushenko@usgs.gov. All documents required by this notice must be uploaded and received in their entirety no later than December 22, 2017 at 1700 ET.
