ASU is requesting that the proposer affirm in the requirements below whether the proposer can meet the minimum requirements and provide appropriate context to explain any deviation from the requirements. ASU reserves the right to consider the entirety of the proposal and waive any requirement. Further details concerning the proposers plan for each service category should be provided in the Proposer Qualifications section. Group 1.2: Airport Access Requirements Instructions: 1.2.1 The Proposer shall assume full responsibility (including financial responsibility) for obtaining, maintaining, and providing flight line access at Phoenix-Mesa Gateway Airport. This includes space for maintenance operations, taxiing and landing, parking and tie-down, and any landing fees. Limited administrative space for student briefing rooms and dispatch may be available from the ASU Aviation Program; however, rental charges may apply to utilization of such space. Proposer shall be responsible for all costs associated with telephones, copy, computer access, and the weather services app Foreflight. 1.2.2 If not, describe why or how you may be able to meet this requirement in the future. Group 1.3: Facility Requirements Instructions: 1.3.1 Airport access fees will be paid by proposer 1.3.2 If not, describe why or how you may be able to meet this requirement in the future. 1.3.3 Proposer will provide light maintenance facilities on-site 1.3.4 If not, describe why or how you may be able to meet this requirement in the future. 1.3.5 Proposer will provide simulator support 1.3.6 If not, describe why or how you may be able to meet this requirement in the future. 1.3.7 Proposer will provide a weather service through Foreflight, a flight planning app for student training. 1.3.8 If not, describe why or how you may be able to meet this requirement in the future. 1.3.9 At ASU’s request, proposer will provide additional administrative space at proposers cost. 1.3.10 If not, describe why or how you may be able to meet this requirement in the future. Group 1.4: Training Requirements Instructions: 1.4.1 Training components must include the following: a)Primary Training: Private, Instrument, and Commercial b)Advanced Training: 1: Flight Instructor - CFI, CFII, and Multi-engine c)Advanced Training: 2: Air Transport - Multi-engine and High 1.4.2 If not, describe why or how you may be able to meet this requirement in the future. 1.4.3 Flight services must include appropriate/current education and training in FAR Part 61 and Part 141 private pilot, commercial pilot, and flight instructor certificates and the instrument pilot, instrument instructor, and multi-engine pilot ratings. The Proposer must hold an FAA Part 141 Certificate for Instrument Rating and Commercial Pilot. Airline type air transportation training must include multi-crew cockpit procedures: (1) airline flight deck procedures, (2) crew coordination procedures, (3) Line Oriented Flight Training (LOFT), and (4) Crew Resource Management (CRM). Regional Jet systems/flight procedures will also be included. 1.4.4 If not, describe why or how you may be able to meet this requirement in the future. 18 July 202218 July 202218 July 202218 July 202218 July 2022 1.4.5 The preferred primary training aircraft should be low cost, fixed-gear single-engine (low- or high-wing aircraft are acceptable; however, a fleet of common aircraft-type is preferable). Advanced training aircraft should be high performance, complex, retractable gear, single and multi-engine capable of carrying at least three (3) people. All aircraft must have a high quality standardized instrument package with GPS/collision avoidance instrumentation. ADS-B navigation equipment is desired in some aircraft. As new instrumentation is introduced into the flight environment, the Proposer should plan to include this instrumentation into the training fleet in order to provide ASU with state-of-the art training opportunities. Simulator augmentation of proposed aircraft is desirable, and use of ASU’s 141/142 flight simulators is preferable. Aircraft must reflect approved ASU logos to be identified as an aircraft used in ASU’s Aviation Program. 1.4.6 If not, describe why or how you may be able to meet this requirement in the future. 1.4.7 Proposer must provide documentation of Safety Management System utilized, that includes a description of how FAA/TSA rules/regulations are incorporated into flight training standards. 1.4.8 If not, describe why or how you may be able to meet this requirement in the future. Group 1.5: Instructor/Personnel Requirements Instructions: 1.5.1 Flight instructors must hold CFI Certificates with Instrument and Multiengine Instrument Ratings. ASU must have the right to exclude any individual from instructing ASU students either before or after hiring by the proposer. Proposer must forecast flight training requirements and maintain adequate numbers of flight instructors to teach every phase of flight training to ensure ASU Professional Flight students have access to qualified flight instructors for continuous flight instruction. 1.5.2 If not, describe why or how you may be able to meet this requirement in the future. 1.5.3 Proposer will be required to conduct relevant and appropriate background checks and fingerprinting according to ASU’s policies (refer to https://www.asu.edu/aad/manuals/acd/acd126.html to review this policy) on all assigned employees and new hires to ensure that it does not assign any employee or agent to ASU who may reasonably be considered to pose a threat to the safety or welfare of the ASU community or its property. Proposer will share background check information and other supporting documentation including disciplinary action for any employee, upon written request by ASU. 1.5.4 If not, describe why or how you may be able to meet this requirement in the future. 1.5.5 In addition to compliance with ASU's policies in 1.5.3, proposer shall maintain mandatory drug and alcohol testing programs for all instructors. 1.5.6 If not, describe why or how you may be able to meet this requirement in the future. 1.5.7 Proposer will provide qualified LOFT instructors (formal training, certificate, OJT) 1.5.8 If not, describe why or how you may be able to meet this requirement in the future. 1.5.9 Instruction hours must be provided by dedicated instructors to the ASU Aviation Program 1.5.10 If not, describe why or how you may be able to meet this requirement in the future. 1.5.11 Proposer will provide a multi-crew type training experience 1.5.12 If not, describe why or how you may be able to meet this requirement in the future. 1.5.13 Proposer will provide the education/degrees held by instructors (master’s degree is preferred). 1.5.14 If not, describe why or how you may be able to meet this requirement in the future. 1.5.15 The proposer at all times will be an Independent Contractor. The proposer's employees and instructors are not agents or adjunct professors of ASU. 1.5.16 If not, describe why or how you may be able to meet this requirement in the future. Group 1.6: Aircraft Requirements Instructions: 1.6.1 Aircraft must be Fleet size 1.6.2 If not, describe why or how you may be able to meet this requirement in the future. 1.6.3 Proposer will provide the history of proposed aircraft; including but not limited to, the purchase date, aircraft hours, photo, and state if new aircraft is to be acquired for this contract. 1.6.4 If not, describe why or how you may be able to meet this requirement in the future. 1.6.5 Aircraft must include Standard instrument package 1.6.6 If not, describe why or how you may be able to meet this requirement in the future. 18 July 202218 July 202218 July 202218 July 202218 July 2022 1.6.7 Aircraft must be in compliance with ASU brand standards and in use on dedicated aircraft 1.6.8 If not, describe why or how you may be able to meet this requirement in the future. 1.6.9 Aircraft must have GPS/collision avoidance and ADS-B 1.6.10 If not, describe why or how you may be able to meet this requirement in the future. 1.6.11 Low-wing or high-wing aircraft will be used for primary and advanced training 1.6.12 If not, describe why or how you may be able to meet this requirement in the future. 1.6.13 A minimum of one (1) aircraft must be capable for spin upset recovery 1.6.14 If not, describe why or how you may be able to meet this requirement in the future. Group 1.7: Maintenance Requirements Instructions: 1.7.1 Aircraft must be maintained above FAA minimum requirements. Detailed maintenance records must be available for immediate review by ASU Aviation Program personnel. Inoperable equipment will be replaced/repaired within 14 days of reported inoperability. ASU students will receive a pro-rata/complete refund of flight fees for training flights cancelled due to maintenance issues. Both interior and exterior aesthetics of aircraft must be maintained to the highest quality. 1.7.2 If not, describe why or how you may be able to meet this requirement in the future. 1.7.3 ASU is entitled to inspect and approve all aircraft and equipment utilized in support of this program. Any inoperative components on the aircraft will be repaired/replaced within 14 days. Proposer will provide ASU detailed plans as to how the fleet will be maintained/upgraded when requested. 1.7.4 If not, describe why or how you may be able to meet this requirement in the future. 1.7.5 Proposer must provide a detailed Maintenance Program which includes the personnel, equipment and facility information potentially involved in the Aviation Program. 1.7.6 If not, describe why or how you may be able to meet this requirement in the future. Group 1.8: Aviation Program Requirements Instructions: 1.8.1 On-site services at the ASU Polytechnic Campus for ASU students, faculty and staff will include aircraft for research and program support. Research requirements may dictate temporary minor aircraft modifications to accommodate test equipment and systems. These temporary modifications would be at no expense to the Proposer, and the aircraft will be restored to pre-test condition upon completion of the research. 1.8.2 If not, describe why or how you may be able to meet this requirement in the future. 1.8.3 The flight program must be an ASU program. As such, the ASU Aviation Program must be able to exercise adequate academic and administrative control of the flight program. This is an essential element for accreditation of the program by the Aviation Accreditation Board International (AABI). The ASU Aviation Program must be involved in monitoring the progress of students in the academic and flight training curricula. The ASU Aviation Program must be able to “provide reasonable oversight of the proposer to assure that the program meets or exceeds the performance standards set forth in the AABI accreditation standards manual.” This oversight responsibility must include: the periodic review of training records of each student, and the periodic review of performance on flight checks (stage check evaluations) to evaluate student flight progress. ASU Aviation Program personnel will be included in periodic review/evaluation of contract flight instructors used by the proposer. 1.8.4 If not, describe why or how you may be able to meet this requirement in the future. 1.8.5 At least one (1) designated dispatcher must be on duty and available to assist the students whenever student flights are scheduled, including nights and weekends. Radio service must be available and activated at all times when a student flight is taxiing or engaged in actual flight. Dispatch procedures will include a designated flight planning room with internet weather and flight plan filing will be used. 1.8.6 If not, describe why or how you may be able to meet this requirement in the future. 1.8.7 Program must include utilization of a computerized tracking system, with internet access, which will provide detail of student progress and aircraft condition/maintenance information to ensure proper oversight of the flight-training program. ASU Professional Flight faculty must have access to this system to review student progress of the flight aspect of their academic program. 1.8.8 If not, describe why or how you may be able to meet this requirement in the future. 1.8.9 Proposer will establish weekly trend meetings between ASU and proposer to discuss student progress. 1.8.10 If not, describe why or how you may be able to meet this requirement in the future. 18 July 202218 July 202218 July 202218 July 202218 July 2022 1.8.11 Program must include detailed training and safety requirements. 1.8.12 If not, describe why or how you may be able to meet this requirement in the future. 1.8.13 Proposer agrees that ASU will retain oversight of the Aviation Flight Program, 1.8.14 If not, describe why or how you may be able to meet this requirement in the future. 1.8.15 Proposer will provide a total syllabus, which will include flight hours required for each certificate/rating. 1.8.16 If not, describe why or how you may be able to meet this requirement in the future. 1.8.17 For each type of certificate/rating, proposer will suggest the type of aircraft to be used. 1.8.18 If not, describe why or how you may be able to meet this requirement in the future. Group 1.9: Fee Structure Requirements Instructions: 1.9.1 Student’s flight fee payments shall be made directly to the proposer. ASU is not responsible for fees due proposer by students. Students may be required to sign a “Financial Responsibility and Participation Agreement” by the proposer. 1.9.2 If not, describe why or how you may be able to meet this requirement in the future. 1.9.3 Proposer will consult with the ASU Aviation Program and request approval for any increases in all fees charged to students for flight training. 1.9.4 If not, describe why or how you may be able to meet this requirement in the future. 1.9.5 Proposer must work with ASU Accounting to allow for student use of GI Veteran’s benefits to pay for flight training expenses. 1.9.6 If not, describe why or how you may be able to meet this requirement in the future. Group 1.10: Marketing Requirements Instructions: 1.10.1 Proposer will promote and market ASU’s Aviation Program. 1.10.2 If not, describe why or how you may be able to meet this requirement in the future. 1.10.3 Proposer agrees to not do any of the following, without, in each case, ASU’s prior written consent: (i) use any names, service marks, trademarks, trade names, logos, or other identifying names, domain names, or identifying marks of ASU (ASU Marks), for any reason including online, advertising, or promotional purposes; (ii) issue a press release or public statement regarding this Contract; or (iii) represent or imply any ASU endorsement or support of any product or service in any public or private communication. Any permitted use of any ASU Marks must comply with ASU’s requirements, including using the ® indication of a registered trademark where applicable. 1.10.4 If not, describe why or how you may be able to meet this requirement in the future. Group 1.11: Transition Service Requirements Instructions: 1.11.1 Successful proposer shall provide a Transition-In Plan and Transition-Out Plan that establishes and contains the transition responsibilities, descriptions and schedules for the required tasks. The purpose of the transition plans is to ensure an efficient and effective transition from the current service proposer and, upon expiration of the contract, from the successful proposer to another service proposer with minimal disruption to operations. ASU expects compliance with the requirements in 1.11.3, 1.11.5, & 1.11.7 in order to meet this requirement: 1.11.2 If not, describe why or how you may be able to meet this requirement in the future. 1.11.3 The successful proposer will be required to work cooperatively and expeditiously to transfer the existing responsibilities from the current proposer to ensure there is little or no disruption of services for ASU employees, enrolled students and affiliated third parties. The Transition-In Plan must be submitted with the Proposer’s response to this RFP and must, at a minimum, include: a)Goals, expectations and specific objectives of the Transition Plan b)Description of the methodology and approach for transferring from another service proposer c)Assumptions and dependencies associated with the transition d)Timelines and milestones for specific tasks throughout the transition period. 1.11.4 If not, describe why or how you may be able to meet this requirement in the future. 18 July 202218 July 202218 July 202218 July 202218 July 2022 1.11.5 No later than 30 calendar days from date of contract award, successful proposer must develop an initial, detailed Transition -Out Plan (from the successful proposer to another service proposer upon expiration of the contract) and submit to The Polytechnic School for review and approval. During a transition-out period, successful proposer will be required to work cooperatively and expeditiously to transfer the existing responsibilities to ASU or another service proposer. The Transition-Out Plan must, at a minimum, include: a)Goals, expectations and specific objectives of the Transition-Out Plan b)Description of the methodology and approach for transferring to another service proposer c)Assumptions and dependencies associated with the Transition-Out d)Timelines and milestones for specific tasks throughout the Transition-Out Period. 1.11.6 If not, describe why or how you may be able to meet this requirement in the future. 1.11.7 During execution of the approved Transition and Transition-Out Plan, the Transition Team (composed of ASU staff, successful proposer, and personnel of another service proposer) shall meet regularly to review and update the transition plans to reflect revisions to schedules, resource requirements, dependencies, and priorities; and to summarize the progress on the transition plans to date. 1.11.8 If not, describe why or how you may be able to meet this requirement in the future. 1.11.9 The transition plans submitted by the successful proposer to ASU must be reviewed and approved by Assistant Director Kelley McManus. Any clarifications or modifications to the transition plan required by ASU must be made by proposer no later than five (5) calendar days from the date of written request. 1.11.10 If not, describe why or how you may be able to meet this requirement in the future. Group 1.12: Warranties Instructions: 1.12.1 Each Proposal shall state the warranties to be offered by Proposer. ASU’s standard requirements are stated in the Terms and Conditions. Group 2.1: General Qualifications Instructions: 2.1.1 ASU is soliciting Proposals from firms that are in the business of providing services as listed in this RFP. Failure to include any requested information may be grounds for rejection of the Proposal. ASU will consider the entirety of the proposer’s response and reserves the right to waive any requirement or qualification. 2.1.2 Prior Experience. Proposals shall present a corporate history/management summary and evidence that the proposer and/or its officers have been engaged in providing similar products and services as described herein. Proposer may also describe proposer’s growth for recent years. Describe any restructuring, mergers, and/or downsizing that has occurred over the past three (3) years or is anticipated in the next two (2) years, noting potential impacts on the services contemplated under this RFP. Detail proposer’s experience with similar/like projects. 2.1.3 Disputes/Litigation. Describe the material issues of any current patent or copyright lawsuits or any other legal actions against Proposer including, but not limited to, parties of dispute, description of technology involved, equipment affected, jurisdiction, and date of legal complaint. Describe litigation disputes for the past 5 years related to similar projects or proposer’s ability to perform. 2.1.4 Proposer References. Provide, at minimum, three (3) references, not including ASU, identifying firms with requirements similar to those of ASU. Provide the name of the firm, contact person, email and the telephone number. ASU may, but is not required to, contact the provided references and/or additional references not provided by Proposer. 2.1.5 Please compare your institution’s prior experiences with the business ASU is requesting regarding what worked well in your experience, what went poorly, and how you would propose to do things differently if you were awarded the services. 2.1.6 Please provide a total syllabus, which will include flight hours required for each certificate/rating. 2.1.7 In addition to addressing the requirements listed within the Specifications/Scope of Work, please include in your proposal a detailed description of your program offerings and overall plan for the ASU/proposer relationship, and how you intend to collaborate with ASU to create a mutually beneficial program. Group 2.2: Personnel Instructions: 18 July 202218 July 202218 July 202218 July 202218 July 2022 2.2.1 Please include in your proposal a list of proposed key personnel that will be involved in the program implementation including resumes specifying qualifications and relevant experience. Identify their role in the process, i.e. instructors, supervisors, and managers. ASU must approve key personnel changes if not due to termination or resignation. 2.2.2 If proposer will be utilizing any third-party providers to perform any essential functions related to services being requested (i.e., instructors, fleet maintenance, etc.)? If yes, please explain. 2.2.3 If yes, please explain. 2.2.4 Please describe your employee hiring standards, including background checks and fingerprint policy. Confirm adherence to all ASU requirements as well as federal, state and county of residence background checks for all personnel performing services under this Agreement. Group 2.3: Maintenance Instructions: 2.3.1 Describe your preventative maintenance plan for aircraft to be used to service this contract. 2.3.2 Please explain the procedures you use to follow up on maintenance, service, schedule,or any other potential issues? Please provide examples of maintenance reports. Group 2.4: Aircraft Instructions: 2.4.1 Please provide details about the history of proposed aircraft; including but not limited to, the purchase date, aircraft hours, photo, and state if new aircraft is to be acquired for this contract. 2.4.2 For each type of certificate/rating, please provide your suggestion for the type of aircraftto be used. Group 2.5: Reporting Instructions: 2.5.1 Please explain your reporting capabilities on the criteria requested in the scope of work. 2.5.2 Please provide examples of the reports you offer for analysis. 2.5.3 Explain how aircraft activity will be tracked and reported. Group 2.6: Warranties Instructions: 2.6.1 Please include in your proposal the warranties to be offered to ASU, in addition to ASU’s standard requirements are stated in the Terms and Conditions. Group 2.7: Implementation and Transition Strategy Instructions: 2.7.1 Provide a detailed implementation plan explaining how you would begin providing a program of this magnitude to ASU. Please include the level of resources from both a personnel and logistic perspective. 2.7.2 Please provide an estimated implementation timeline, and schedule for how you plan toprovide continuous service to begin on the stated start date. 2.7.3 Please provide a Transition-In Plan and Transition-Out Plan that establishes and contains the transition responsibilities, descriptions and schedules for the required tasks. 2.7.4 Explain how you will work cooperatively and expeditiously to transfer the existing responsibilities from the current proposer to ensure there is little or no disruption of services for ASU employees, enrolled students and affiliated third parties. The Transition-In Plan must be submitted with the Proposer’s response to this RFP and must, at a minimum, include: a) Goals, expectations and specific objectives of the Transition Plan b) Description of the methodology and approach for transferring from another service proposer c) Assumptions and dependencies associated with the transition d) Timelines and milestones for specific tasks throughout the transition period. 2.7.5 What differentiates your company from your competitors? 2.7.6 Please provide your recommendations to improve or augment ASU’s Aviation Program. Group 2.9: Financial Statements Instructions: 2.9.1 Option A. Proposers who have audited financial statements are to provide the following:Audited financial statements for the two (2) most recent available years. 2.9.2 Attach Option A 2.9.3 Option B. Proposers who might not have audited financial statements are to provide the following: It is preferred that audited financial statements for the two (2) most recent available years be submitted. However, if not available, provide a copy of firm’s two (2) most recent tax returns or compiled financial statements by an independent CPA. 2.9.4 Attach Option B. Group 3.1: Pricing Schedule Instructions: 3.1.1 Proposer shall submit a detailed itemized cost proposal to include all aspects of providing the scope of work associated with this Request for Proposal. NOTE: All costs must be identified in your response as the University will not pay for any hidden costs. (reference the attached form if applicable). 3.1.2 If ASU agrees to reimburse vendor for any travel expenses, all reimbursable travel expenses must be authorized in writing by ASU in advance of the planned travel and must be consistent with ASU Financial Services Policy FIN 421-01, www.asu.edu/aad/manuals/fin/fin421-01.html. If ASU agrees to reimburse vendor for any expenses, vendor will submit all receipts and any required backup documentation to ASU within 60 days after the applicable expenses were incurred. ASU will not be required to reimburse Licensor for any expenses, invoices, or receipts for expenses received after that time. Proposer must acknowledge and accept this provision. 3.1.3 Any pricing and/or revenue offerings in a Proposal may be considered a final offer by the University, whether stated as amounts or percentages, and/or whether or not offered on an all-or-none basis, unless otherwise specified in the Proposal. The University may accept or reject in part or entirely a Proposal’s pricing and/or revenue offerings, unless otherwise specified in the Proposal. A Proposal’s pricing and/or revenue offering may not be modified after Opening unless the University, at its sole discretion, permits such modification. The University may reject any Proposal in which the pricing and/or revenue offering does not conform to the prescribed manner and method in this RFP. Proposer must acknowledge and accept this requirement. 3.1.4 Method of Payment & Discount for Early Payment. Each Proposal shall indicate whether Proposer will: a.Accept payment via credit card at the time of purchase without assessing credit card fees; b.Offer an early payment discount (and describe the offering); c.Accept payment via another method that may be an economical alternative for the University. If the Executive Director of Procurement concurs, this information will not be considered public information. The Executive Director of Procurement is the final authority as to the extent of material, which is considered proprietary or confidential.
