General SB 1383 Compliance Actions: a. Execute all the tasks needed to establish and maintain an Edible Food Recovery Program for the City, as outlined in SB 1383 Final Regulations. The scope of work cost can be estimated based on six (6) months of services, and approximately fifty (50) Tier I EFGs, twenty-two (22) Tier II EFGs, and forty (40) FROs. i. Identify, confirm, and assist covered Tier I and Tier II generators as defined in SB 1383, quantifying edible food amounts, and insuring the contractual and tracking documentation requirements are met. Perform reporting to be submitted to CalRecycle as needed. ii. Identify food recovery organizations (FROs) and services operating within the City and determine their capacity in the following area(s): 1. Ensure and assist that all health and safety measures related to edible food recovery are met. 2. Evaluate the need for development of food recovery kitchen sites and repackaging locations in terms of balancing capacity and needs. 3. Evaluate the need for infrastructure development, including recommendations for purchasing software, including supplies vehicles, services, and create a plan for future grant spending if necessary. iii. Develop an outreach toolkit for EFG’s and FRO’s (including resources for compliance, information about how to donate food, etc). iv. Written program description for edible food recovery tailored to the City. b. Identify and create a standardized process/system to support recordkeeping and reporting for the EFR program to CalRecycle. This process/system can be developed utilizing Recyclist if applicable. c. Identify and quantify needs of the San Bernardino food insecure population for both residents and homeless program(s). d. Suggest an action plan for the City, based on elements listed above. Other Details Branding Requirements a. Acknowledge CalRecycle’s support each time a project is funded, in whole or in part, by this Agreement is publicized in any medium, including news media, brochures, or other types of promotional materials. The acknowledgment of CalRecycle’s support must incorporate the CalRecycle logo. Initials or abbreviations for CalRecycle shall not be used. b. All publicity and education materials must include the following: i. “Funded by a grant from CalRecycle.” Exception: The acknowledgement line is not required on small items where space constraints would not allow for this line or if it would interfere with the message. ii. There are two acceptable Spanish translations: “Financiado por una beca del CalRecycle” or “Patrocinado por fondos del CalRecycle.” For other languages, the Grantee must work with a certified translator or person fluent in reading and writing that language. All exceptions must be pre-approved in writing by the CalRecycle Grant Manager. Exhibit A iii.
