OverviewIntroduction: Overview of the Governors Office of Strategic Planning and Budgeting OSPB The OSPB serves as the primary advisory group to the Governor through three distinct, but related, functions: Budget and Grants, Strategic Planning, and Performance Data Management. Budget and Grants: OSPB manages and coordinates the Executive Budget processes provides analysis and direction for state fiscal issues and assesses the financial and operational impact of proposed legislation. OSPB also assists agencies in the preparation of their budgets and provides support in identifying and managing grant opportunities to optimize
available funding. Strategic Planning: OSPB manages and coordinates the statewide strategic planning process supports agencies in strategic plan development and accountability and facilitates communication and collaboration between agency leadership and the Governors Office. Funding for this RFGA is made available from two distinct sources: Funding is made available through the U.S. Department of Educations formulaic distribution to the State of Arizonas of GEER II funding and has specific program and financial usage requirements. The CFDA Number for GEER funding is 84.425C. Funding is made available through Arizonas distributed share of the American Rescue Plan Act ARPA Coronavirus State and Local Fiscal Recovery Funds SLFRF and is competitive, with specific program and financial application requirements. The CFDA Number for ARPASLFRF funds is 21.027. The U.S. Department of Treasury ARPASLFRF Expenditure Category associated with this RFGA is 2.25 Negative Economic Impacts: Addressing Educational Disparities: Academic, Social, and Emotional Services OSPB will allocate funds in accordance with a competitive grant process for interested parties that meet the eligibility requirements. It is anticipated but not guaranteed that the total funds available will be approximately 37,500,000.00 with an approximately and available 10,700,000.00 GEER II funding pool and an approximately and available 26,800,000.00 ARPASLFRF funding pool. Funding is supplemental for dedicated and established summer enrichment programs with a minimum of a one year operating history and funding will not support 100 underwriting or costs of such programs. New andor pop-up summer enrichment programs are not eligible to apply. Funding for approved activities and allowable costs is on a cost-reimbursement basis. Application Review Process: This grant program is competitive and applications will be reviewed and scored by an evaluation team minimum of 3 individuals per team for completeness and submission of all required documents. Anticipated Announcement and Award Dates: All applications must be submitted by April 13, 2023 by 5:00 pm, Arizona time. All applications will be reviewed after the April 13, 2023 submission deadline. Approved grant awards will be paid on a cost-reimbursement basis.
