distributors of relevant hardware and devices to work under ASU’s direction to deliver Broadband Digital Infrastructure and Access to underserved communities throughout the greater Maricopa County. By underserved communities, ASU means those neighborhoods throughout the region who have low availability, adoption and use of broadband technologies. ASU’s commitment to being socially embedded is informed by our mission of making high quality education and education opportunities available to the communities that we live and work in across the region. Robust, broadly available broadband infrastructure supports our communities and makes available innovative information technologies services or cyberinfrastructure to support faculty, researchers, and students. ASU’s approach to partnering with the community is premised on our understanding and commitment to building community capacity through innovative and effective partnerships with community anchor institutions. These community based assets are physically located within the communities that we seek to serve and advance. Community anchor institutions include schools, museums, libraries, healthcare facilities, community centers, houses of worship and other longstanding community assets. In addition, ASU is committed to open access broadband networks. Respondents are encouraged to demonstrate how they intend to leverage open access technologies and architectures in combination with embracing our approach to community anchor institutions to advance the priorities of the community. Successful collaborators will be expected to provide, select, and invest in technology solutions, strategies, and business models to drive the innovative adoption of broadband enabled technologies and services to advance learning, research, and service. ASU expects a successful collaborator to propose, pilot, and implement an innovative business model that embraces a demonstrable commitment to the greater Maricopa County region and to ASU’s strengths and assets in nationally recognized programs and services. ASU offers the collaborator an opportunity to work with the University community and ASU’s regional and national collaborators to re- invent information technologies, cyberinfrastructure planning and services, and provide solutions that empower the communities that we seek to advance through education and educational opportunity We invite innovative proposals responsive to ASU's intent to deliver broadband access to the communities we serve, increase digital equity throughout Maricopa County, and continue ASU’s position as a national leader in innovation, public service, and in the advanced use of technology. This RFP includes multiple scopes addressing backbone, middle mile broadband, and equipment needs on both the infrastructure and consumer sides; some scopes have natural synergies, integrations, and business opportunities to drive innovation. Respondents may propose solutions for any portion of this RFP, up to the entirety. As it is understood that no one supplier will be able to effectively provide best- in-class services in every category, it is essential that respondents consider teaming strategies that advance their core area(s) of expertise as well as how they might align with other providers in synchronous delivery. Review the Proprietary/Confidential Statement instructions. 06 January 202306 January 202306 January 202306 January 202306 January 202306 January 202306 January 2023 Buyer Attachments There are no Buyer Attachments added to this event. 06 January 202306 January 202306 January 202306 January 202306 January 202306 January 2023 Questions Required Questions Group 1.1: Services Instructions: Respond Yes or No to each Good or Service listed if your proposal includes providing the Good orService upon request. 1.1.1 Network design & engineering - Design and engineering services associated with fiber, optical, wide-area, local-area, and wireless (wifi, licensed, & unlicensed spectrum) networking. 1.1.2 Network installation - Installation services associated with the installation of networking equipment at customer premises including schools, homes, businesses, multiple dwelling units, etc. 1.1.3 Network Asset Management - Services and\or software associated with the management of deployed network assets, inclusive of all deployment modalities mentioned above. 1.1.4 Outside plant services - Services associated with planning, designing, engineering, constructing, and maintaining outside plant systems. 1.1.5 Network Operations - Services and\or software associated with the insuring the continual operation of a network, including services in the middle (optical & WAN) and last miles (premise & wireless). 1.1.6 Customer support - Multi-modal (phone, email, chat, walk-in, etc.) services associated with handling consumer interactions inclusive of problem resolution\triage, consumer assistance, and general inquiry in a complex multi-cultural ecosystem. 1.1.7 Community Outreach - Collaborative partners to support community-based capacity and agency building including provisioning of internet enabled devices, software, digital literacy, telehealth and wellness, education and workforce development, digital financial literacy, digital civic engagement 1.1.8 Facilities and Site Development - Services to engage building and vertical asset owners to secure long term roof rights, in-building distribution rights, in-building customer premise termination rights. 1.1.9 Property and economic development - ASU seeks to engage services and assistance to explore Alliance opportunities to establish “community technology and innovation hives” in storefront and other high visibility areas associated with local development and redevelopment efforts. Hives would serve as community-based technology training facilities, drop in facilities, public services support and referral services, and nodes for call and experience center support. 1.1.10 Rights-of-way services - Assistance in the acquisition and management of rights-of-way along with associated environmental and cultural resource permitting and compliance. 1.1.11 GIS Services - Assistance in the development and management of complex, public facing (as well as role-based access) geographic information system (GIS) environments. Our GIS work will range from the simple mapping of network assets to public facing broadband availability visualization. 1.1.12 Consulting - Consulting services related to the myriad complexities involved in delivering the collection outcomes identified in the intent section above. These services could include management consulting, planning assistance, project management, etc.. Group 1.2: Fiber Instructions: Respond Yes or No to each Good or Service listed if your proposal includes providing the Good orService upon request. 1.2.1 Fiber Indefeasible rights to use (IRU) - We seek to acquire rights-to-use fiber throughout Maricopa County and Arizona through this process. Respondents with fiber assets available under IRU are encouraged to respond. In the near-term we have specific interest in assets along or proximate to the 5 rings identified on the map in the attachment. PLEASE VIEW THE ATTACHEMENT. 1.2.2 Fiber Construction - Capacity to construct and\or install outside and inside plant fiber, associated facilities and pathways, including premise entrance in various facility types. Group 1.3: Hardware/Software Instructions: Respond Yes or No to each Good or Service listed if your proposal includes providing the Good orService upon request. 1.3.1 Networking equipment - Equipment involved in the delivery of all aspects of networking, including but not limited to technologies such as switches, routers, firewalls, optical networking, WiFi, CBRS, MMWave, microwave, licensed and unlicensed spectrum PTP and PTMP solutions. This also includes consumer premise equipment for residential networking. 1.3.2 End-user compute and network devices including inventory management tools and/or services for said goods. 06 January 202306 January 202306 January 202306 January 202306 January 2023 1.3.3 GIS software - Application(s) or suite(s) providing capabilities for entering, managing, analyzing, and visualizing geographic data. 1.3.4 Wireless Internet Service Provider (WISP) Management software - Software to enable and\or consolidate various aspects of the delivery and management of a WISP. Potential features include customer relationship management, billing, payments, bandwidth management, network monitoring & alerting, sales & marketing, etc. 1.3.5 Fiber Management software - Software designed for the tracking and management of fiber assets in long-haul, urban middle-mile, and fiber to the premise scenarios. 1.3.6 Smart grid and microgrid technologies - Technology goods and\or services associated with the planning and delivery of smart grid and microgrid ecosystems. 1.3.7 Smart affordable housing technologies - Technology goods and\or services associated with the delivery of smart affordable housing applications and use cases. Group 1.4: Public-Private Alliances Instructions: Respond Yes or No to each Good or Service listed if your proposal includes providing the Good orService upon request. 1.4.1 We seek to qualify private sector collaborators to co-invest or establish alternative modalities of collaboration to deliver middle-mile and\or last-mile broadband Internet connectivity at no less than 100 Mbps symmetrical to anchor institutions, sites, and county residents. Group 1.5: Specifications/Scope of Work Proposals Instructions: Attach your proposal describing how you would provide each Good or Service you marked as Yes in the Specification/Scope of Work Groups 1.1 through 1.4. We are expecting a multitude of proposals in response to this RFP, please provide details regarding how your proposal will benefit the objectives of this program, as well as be comprised of a more competitive offering than what we would typically see in the market if we were to individualize each scope. 1.5.1 Attach your proposal describing how you would provide each Good or Service you marked as Yes in the Specification/Scope of Work Groups 1.1 through 1.4. We are expecting a multitude of proposals in response to this RFP, please provide details regarding how your proposal will benefit the objectives of this program, as well as be comprised of a more competitive offering than what we would typically see in the market if we were to individualize each scope. Group 2.1: Proposer Qualifications Instructions: 2.1.1 The University is soliciting proposals from firms, which are in the business of providing services as listed in this Request for Proposal. Your proposal shall include, at a minimum, the following information. Failure to include these items may be grounds for rejection of your proposal. I have read and understand the requirements. 2.1.2 The proposer shall present evidence that the firm or its officers have been engaged for at least the past three (3) years in providing good or services as listed in this Request for Proposal. 2.1.3 The proposer must provide a minimum of two (2) references, a description of recent projects and/or experience in providing similar services as described in this RFP, including institution size and scope. References should be verifiable and able to comment on the firm’s experience, with a preference for references receiving services similar to those described in this Proposal. Include the name, title, telephone number, and email address of the individual at the organization most familiar with the Proposer. 2.1.4 The proposer must provide details if their firm, or any member of their firm, has been declared in default, suspended, terminated or removed from a contract or job related to the services their firm provides in the regular course of business within the last five (5) years. If so, please explain how it was handled. 2.1.5 The proposer must provide primary and secondary contacts for this RFP. Please include each contact’s name, title, email address, and phone number. 2.1.6 All key personnel proposed by the firm should have relevant experience, and be fully qualified to successfully provide the services described in the Scope of Work. Provide an organizational chart that provides organizational sections, with the section that will have responsibility for performing this project clearly noted along with resumes/CV’s of key team members dedicated to this project. 2.1.7 Acknowledge that you have reviewed and understand all of ASU’s Initial Vendor Relationship Requirements and Ongoing Vendor Relationship Requirements at: https://getprotected.asu.edu/compliance-regulations/vendor-relationship-information The proposer will be expected to successfully complete and pass all security assessment requirements and agree to ASU’s security information provisions before receiving a final contract award. 06 January 202306 January 202306 January 202306 January 202306 January 2023 2.1.8 The proposer must provide a white paper that describes specifications of their system/software, security measure, and other technical information that informs concisely about the complexity of their product. Group 3.1: Pricing Schedule Instructions: 3.1.1 Confirm that you have read and understand the attached pricing schedule Instructions document. 3.1.2 Upload your pricing proposal based on the instructions provided. Group 4.1: Sustainability Questionnaire Instructions: 4.1.1 Proposer to indicate whether your business is classified as a Small Business or Large business. 4.1.2 Proposer to complete the attached Sustainability Questionnaire - Small Business document. 4.1.3 Proposer to complete the attached Sustainability Questionnaire - Large Business document. Group 5.1: ASU's Terms and Conditions Instructions: 5.1.1 I have read and agree to ASU's Terms and Conditions located at https://www.asu.edu/purchasing/pdf/Stand_TsCs_Provisions.pdf. If "NO", you will be required to submit exceptions with justification and alternate language. Proposals that are contingent upon any changes to these mandatory terms and conditions may be deemed non-responsive and may be rejected. 5.1.2 All exceptions must be submitted with justification and alternate language, and MUST be submitted with the submittal. In no event is a proposer to submit its own standard contract terms and conditions as a response to this Request for Proposal. Group 6.1: Insurance Requirements Instructions: 6.1.1 I have read the attached ASU insurance requirements and all requirements will be met. 6.1.2 All exceptions to insurance must be submitted with justification and alternate language, and MUST be submitted with the proposal. Group 7.1: Proprietary/Confidential Statement Instructions: 7.1.1 Per pre-requisite instructions, If you are submitting any information you consider to be proprietary or confidential, you must create a password protected zip file and upload the document along with a justification in the appropriate area within this RFP. In an email outside of the RFP, send the password directly to the Buyer referencing the RFP number (ernesto.marquez@asu.edu). If the Executive Director of Procurement concurs, this information will not be considered public information. The Executive Director of Procurement is the final authority as to the extent of material, which is considered proprietary or confidential. Pricing information cannot be considered proprietary or confidential. Proprietary or confidential information must be submitted per the Instructions to Proposers, item 7. Any watermarks, footnotes, copyright or reference to proprietary or confidential throughout the submitted proposal will be disregarded as boilerplate markings.
