DoD Overseas Military Banking Program

A Request for Proposal (RFP) for the Overseas Military Banking Program was issued on March 30, 2022 and closed on November 22, 2022. The RFP resulted in a contract award on September 22, 2023. The Government (DFAS) is seeking information from those financial institutions that participated in questions and answers and engaged in the Pre-Award stages but did not ultimately submit a proposal. DFAS received only one Offer in response to Request for Proposal HQ0423-22-R-0008. In accordance with the DoD Federal Acquisition Regulation Supplement (DFARS),DFAS is seeking feedback from the FI industry for consideration on how to overcome barriers to competition for future OMBP requirements. Further, DFAS is seeking to learn if the FI industry feels changes to the Performance Work Statement would result in increased interest in submitting an Offer on similar efforts in the future. RFI QUESTIONSPlease identify why your FI ultimately decided not to submit a proposal for the OMBP solicitation.Would your FI be interested in participating in the next potential solicitation process to operate the OMBP as currently defined within the existing Performance Work Statement (PWS)? If yes, please briefly describe your FI’s qualifications.
