 ADVANCE NOTIFICATION TO INDUSTRYThe Joint Non-Lethal Weapons Directorate (JNLWD) and the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) are partnered in providing the DoD Non-Lethal Weapons Program with science and technology, research and development, as well as test and evaluation of non-lethal weapons to support current and future warfighter requirements.As part of their efforts NSWC IHEODTD will be issuing a NLW Research and Development Indefinite Delivery, Indefinite Quantity Multiple Award Contract (IDIQ MAC) to provide a means for DoD NLW Program entities to pursue NLW research and development efforts across a breadth of functional areas. Functional areas may include: Counter-Personnel  •·         Electrical Stimulus-Based Disabling Technology.  Electrical stimulus-based technologies have the potential to temporarily disable personnel, i.e., render individuals ineffective or unable to perform. •·         Active Denial
Technology (ADT).  ADT utilizes millimeter waves electromagnetic directed energy to cause an intense heating sensation and repel effect on targeted individuals.  •·         Blunt Impact Technologies.  Blunt impact is used to describe the non-lethal effect produced by existing rudimentary munitions such as rubber rounds, sting balls and bean bags as well as more sophisticated non-lethal munitions carrying other payloads. •·         Laser Technology.  Lasers can be used for a variety of non-lethal weapons effects including optical distraction, thermal repel, and laser induced plasma effects.  Laser technology also offers speed of light delivery and an expanded electronic magazine.  •·         Sound and Light.  Sound and light technologies have the potential to impart scalable non-lethal effects from hailing to warning to suppressing targets in order to determine their intent and prior to escalating to a higher level of force. Other Counter-Personnel Technologies.  New/advanced materials, payloads and delivery systems have the potential to provide for more effective and operationally suitable non-lethal weapons, devices and munitions. Counter-Materiel •·         High Power Radio Frequency / Microwaves (RF/HPM).  RF/HPM technologies utilize portions of the electromagnetic spectrum to deliver energy on a target and are capable of causing temporary or persistent non-lethal effects.  Targets may include but are not limited to vehicles, vessels, aircraft, unmanned systems, electronic equipment, facilities and infrastructure.  •·         Other Counter-Materiel Technologies.  Other non-lethal counter-materiel technologies may include conducted energy, mechanical, or other means to stop or disable potential materiel threats.  Targets may include but are not limited to vehicles, vessels, aircraft, unmanned systems, equipment, facilities and infrastructure. Human Effects Human Effects.  Human effects research spans the entire breadth of NLW technologies, stimuli and capabilities by characterizing non-lethal effects.It is the Government's intention to award up to 5 contracts in response to the upcoming solicitation.  The contract will provide an opportunity for the selected awardees to prepare proposals and cost estimates in response to DoD NLW related task orders.  The contracts may be awarded with a base year and up to four 1 year option periods.Representative task areas include but are not limited to the following:•·         Research and Analysis.  Perform basic and applied research assessments, experiments, analyses, studies, reviews, surveys or investigations for purpose of expanding the knowledgebase. •·         Technology Development and Integration.  Provide engineering and technical support in the development and integration of NLW. Develop, integrate or improve/modify systems, subsystems, prototypes, breadboards, components, designs, materials, methods, software, models, tools, or configurations. This may include laboratory or field work.•·         Test, Evaluation, Experimentation, Demonstration and Assessment.  Plan, coordinate, conduct and/or document tests, evaluations, experiments, demonstrations or assessments for the purpose of determining feasibility, examining operational utility, establishing/verifying surface danger zones, and/or characterizing effects. Provide, identify or coordinate facilities or ranges suitable for tests, evaluations, experimentations, demonstrations or assessments. Apply engineering, analytical, and technician disciplines in the operation and support of measurement facilities, ranges and instrumentation used for tests, evaluations, experiments, and assessments. May support the verification, validation, observation, or evaluation of models, hypotheses, tools, effects or systems in a laboratory, simulated or operational environment. May include the development of test plans, safety and health plans, or animal or human subject research protocols. •·         Modeling and Simulation.  Develop, integrate, and update models or simulations to provide products, services or operational capability related to NLW effects characterization, test, evaluation, training or concepts of employment.  Apply standardized, rigorous, structured methodologies to create and validate physical, mathematical, or otherwise logical representations of systems, effects, interactions, phenomena, or processes. •·         Fabricate and Build.  Fabricate, build, integrate, machine, manufacture, upgrade, install or deliver components, systems, subsystems, prototypes, breadboards, demonstrators, tools, simulators, test articles, or Engineering Development Models (EDMs). Includes the fabrication of replacement parts or spares for systems, prototypes, EDMs, or demonstrators. •·         System Design Documentation and Technical Data Packages.  Prepare system design documentation and technical data necessary to support system development, manufacturing, production, engineering, and logistics.  Documentation shall reflect the latest design, configuration, integration, and installation concepts. Technical documentation may be in the form of paper, electronic (digital) or interactive computer systems.
