South Dangler Development Site Project. This will include furnishing all material and performing all work necessary as described in the Request for Proposals (RFP). The Commission and the County may award a one-year Exclusive Negotiating Agreement (ENA) to plan, design, finance, construct, and operate a real estate development project at the proposed East Los Angeles site.
Proposers are strongly encouraged to attend a Pre-Proposal/Job Walk Meeting at the Community Development Commission located at 700 W. Main Street, Alhambra, CA 91801 on November 29, 2017 at 10:00 a.m.
A Request for Proposal (RFP) package containing all submission requirements will be available on October 6, 2017 and may be downloaded from the Community Development Commission�s website at
www.lacdc.org, under �For Vendors � View Open Solicitations�.
Proposers shall provide an original and three (3) copies of their business proposal and an original of their cost proposal, which shall be addressed and delivered to:

All proposals shall be labeled �Proposal for East 3rd Street and South Dangler Development Site Project, RFP No. CDC17 � 144, January 8, 2018.� Any Proposer who wishes his/her proposal to be considered is responsible for making certain that it is received by the Public Agencies at the stated location and the stated date and time. No oral, electronic, facsimile, or telephonic proposals or modifications will be considered unless specified. Proposals received after the scheduled deadline will be returned unopened. Proposers, who, upon request, receive the Request for Proposals package and do not wish to submit a proposal should reply with a letter of �No Proposal� by the submission due date.

This is a HUD Section 3 Contract and all Proposers must meet or commit to achieving Section 3 employment and/or contracting goals to be considered a Section responsive proposer and eligible for a contract award. A Proposer who qualifies as a Section 3 business concern will receive preference points for the scoring of Section 3 in the evaluation of the proposal.
In submitting a proposal, each Proposer thereby agrees that, if awarded a contract, it shall execute a standard contract, a sample of which is attached to the RFP package for reference. The Public Agencies shall not award a contract to, or be obligated to execute a contract with, any Proposer who refuses to execute said Public Agencies� Exclusive Negotiating Agreement.
The Public Agencies reserve the right to reject any and all proposals. This RFP is not a contract or commitment of any kind. The Public Agencies are not liable for costs incurred in the preparation of the respondent�s proposal. It reserves the right to issue supplementary information or guidelines related to this RFP. Notwithstanding any other provisions herein, the Public Agencies reserve the right in its sole discretion to waive minor technical deficiencies in the Proposals. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the Public Agencies to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
