Probation intends to establish an annual contract(s) for the services described in this RFP. Probation is not required to procure all services from any particular vendor and does not guarantee a minimum quantity of services. Probation may choose to award to multiple vendors and require vendors to collaborate and coordinate with each other to meet department requirements.The contract(s) resulting from this RFP shall be for an initial three-year period, commencing with execution of the contract by Probation. For reasons of economy and efficiency, Probation reserves the right to extend contract(s) two additional one-year periods, for a total of five years, upon mutual agreement. Should a contract be awarded as a
result of this RFP, continuance of such a contract for the full period specified shall be contingent upon the satisfactory performance of the vendor. Continuing or un-rectifiable performance deficiencies may be cause for Probation to cancel any balance of contract.Rates quoted are firm for the initial three-year period. Thereafter, price increases are negotiable based on cost of living adjustment (COLA) and/or Consumer Price Index (CPI) and must be acceptable to Probation.BackgroundSacramento County Probation’s Juvenile Operations continues to move in the direction of complete implementation of evidence-based practices proven to reduce recidivism. Adherence to principles of effective intervention ensures the appropriate intervention and treatment of justice-involved youth. Core programming has been endorsed by top juvenile justice clearinghouses. Simultaneously, embedding trauma-informed practices into our system of care is a priority.Youth placed on probation by the Sacramento Juvenile Court are supervised by Probation. All youth receive a Youth Level of Service/Case Management Inventory 2.0 actuarial risk and needs assessment. The assessment results are used to: inform the decision making process and guide intervention efforts; determine levels of supervision; guide individualized case plans matching youth and family needs to specific referrals for service; and measure the overall progress of each youth.Consistent with best practices, probation officers work in collaboration with treatment providers, youth, families, advocates, educators and natural supports to ensure the youth’s needs are being met.California’s Juvenile Justice Realignment, mandated by Senate Bill 823, has drastically changed the approach for addressing serious juvenile offenders. These youth would have previously been committed to, and managed by, the California Department of Corrections and Rehabilitation—Division of Juvenile Justice (DJJ). Beginning July 1, 2021, this responsibility was shifted to the County Probation Departments through the required creation of Secure Youth Treatment Facilities (SYTF). Sacramento’s response to this challenge was the creation of the Valley Oak Youth Academy (VOYA), within the Youth Detention Facility. A key component of rehabilitation for both DJJ and VOYA youth is their probation supervision term following their return to the community. Sacramento County’s Probation Department strives to go beyond mere enforcement of Court orders and seeks to support each youth’s achievement of a successful re-entry.Probation provides its DJJ/VOYA youth with a recognized, effective community re-entry model, which is consistent with best practices. Our DJJ/VOYA Re-Entry Officers are part of the collaborative treatment team from the very start of a youth’s commitment. The Re-Entry Officers role in the individual rehabilitation plan process is to strategize, coordinate, and help prepare the youth for their return to the community. The youth’s re-entry plan includes goals for housing, school enrollment, counseling, mentorship, vocational preparation and prosocial activities. Once released, the Re-Entry Officers will ensure youth are connected to the services identified in their plan.Our goal is to provide effective intervention strategies for those most at-risk and most in-need youth up to the age 25 to prevent or reduce high-risk behaviors, incarceration, acute illness, and other emergency medical or crisis responses by increasing the emotional wellbeing and pro-social behavior of youth and decreasing their involvement in the juvenile justice system.
