On-Call Construction Management Services consist of the following: Resident Engineer Services Civil Inspector Services Electrical Inspector Services Train Control Systems Inspector Services Office Engineer Services All qualified firms interested in providing these services are invited to submit their Statement of Qualifications (“SOQ”s) for consideration. Proposers may submit a Statement of Qualifications for some or all of the listed positions. SMART may execute multiple on-call contracts for these services for local, state-funded, and

certain federally-funded projects (including projects funded by the Federal Transit Administration (“FTA”) and the Federal Railroad Administration (“FRA”)). SMART anticipates awarding up to five (5) contracts. The total aggregate not-to-exceed amount under this solicitation across all awarded contracts shall not exceed $7,000,000. The period of performance for each contract shall not exceed 5 years, including all amendments. Task orders will be issued for specific projects based on competitive Mini-Request for Proposals (“RFPs”). The Consultant awarded each Task Order resulting from the mini-RFP shall only perform work that is assigned in an authorized Task Order. SMART does not guarantee a minimum or maximum amount of work will be issued when under contract nor that a Task Order will be issued. Disadvantaged Business Enterprise (DBE) / Small Business Enterprise (SBE) Information: SMART is committed to ensuring full and open competition and equitable treatment of all potential proposers. SMART has established a Disadvantaged Business Enterprises (DBE) policy in accordance with 49 C.F.R. Part 26 to ensure nondiscrimination in the award and administration of all contracts and to create a level playing field on which DBE firms can compete fairly for contracts and subcontracts relating to SMART’s contracting activities. Proposers shall cooperate with SMART’s efforts to meet these commitments and objectives. While this contracting opportunity does not have a contract-specific DBE or SBE goal, SMART’s proposed overall DBE goal for Federal Fiscal Years 2024 – 2026 is 3.45%. To help SMART achieve this goal, Proposers are strongly encouraged to obtain DBE and SBE participation.
