SummaryThe City of Newport News (the “City” or "Owner") is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva), to be received no later than Tuesday, March 28, 2023 at 3:00 pm (local prevailing time).The purpose of this Invitation for Bid (IFB) is to establish an annual contract to provide labor, equipment, supervision, and materials for stormwater projects on an “as-needed” basis.This is a unit price contract under which multiple Task Orders may be issued. Work includes but is not limited to: installing and placing drainage pipes, structures and ditches; dam repairs;

stormwater management basin repairs and retrofits; concrete structures; and outfall restoration projects.NOTE TO BIDDERS: BE SURE TO GIVE YOURSELF ADEQUATE TIME TO SUBMIT A BID. The City’s Construction Standards, which are a modified version of the HRPDC Regional Construction Standards, Division 1, Sections 101 through 109 are provided in Section 7, Attachments. Bidders must be aware that these Bid Documents incorporate a number of changes, which supplement, modify, or replace language and/or Standard Details found in the HRPDC Regional Construction Standards. Details shown on the Drawings replace corresponding Standard Details found in the Regional Construction Standards.
