Purpose
The purpose of this Request for Proposal (RFP) # 58823014 is to solicit applications that will enable the Iowa Department of Public Health (referred to as Department) to select the most qualified applicants to provide Maternal, Infant, and Early Childhood evidence-based home visitation services to at-risk young children and to provide coordinated intake services in surrounding counties. Home visiting services are designed to improve outcomes for young children and their families.
The program is designed: (1) to strengthen and improve the programs and activities carried out under Title V and other community service providers; (2) to improve coordination of services for at-risk communities; and (3) to identify and provide comprehensive services to improve outcomes for families who reside in at-risk communities.
This project is part of federal and state evaluation projects. All organizations selected through this Request for Proposal process will be required to participate fully in all evaluation projects.
The Department is actively working to strengthen our capacity to address health inequities in Iowa. Health equity is defined as the attainment of the highest possible level of health for all people by achieving the environmental, social, economic and other conditions in which all people have the opportunity to attain their highest possible level of health. This program promotes health equity through taking into account the many factors that impact health. Conditions in which children are born and grow, where families live and parents work are shaping the conditions of daily life. The Maternal Infant Early Childhood Home Visitation program strives for all children and their families to have the opportunity to be healthy and successful and offer comprehensive services to improve those outcomes for families.
